MINIJTES <br />City Council <br />Jan. 4, 1984 <br />The Buildi.ng Inspector staced that it would be up to the Council to <br />r.equire the sprinklers in this casee <br />Mr. Locke stated that there has been a misunderstanding that sprinklers <br />are required when the occupancy of a building i.s changed. This is true <br />~ohen the use of the building is changed, but not when the building is <br />sold and the use remains the same. <br />Scalze stated that the probLem of additions to buildings was a big <br />pr.oblem. <br />Mr. Locke felt that the estimate o£ the Little Canada Day Care to <br />sprinlcler their addition was hi~h. <br />Fahey aslced if someone adds on to a building, if the whole building <br />would have to be sprinklered. Mr. Cogland stated that if the addition <br />brings the buildin~ over the square footage requir.ement, then the <br />whole building woulc! have to be sprinlclered. <br />Mr. Locke stated that it was his feeling that in the case of the Day <br />Care i.f the addition will house 30 or more, then the whole building <br />needs to be spr.inklerede <br />Mr. Vadnais stated that if anyone questions a judgment of a Code <br />F.nf.orcement Officer, they can contact the State, Mr. Vadnai.s stated <br />that he recentLy ordered that a basement of a school be sprinklered <br />and it ~aas a hardship to the school. Itowever, he made an exception <br />in the size of the water pipe coming in, Vadnais stated that the <br />City has the right to make such exceptions. Vadnais also stated that <br />the City cannot go by the 1oc2tion of a building to the Fire Station. <br />Vadnais also stated that the pressure is on to get day-time people <br />for volunteer fire departments. <br />Nardini asked if such an exception could be made under Appendix G. <br />P4r. Vadnais replied that it could. Mr. Loclce stated that he understood <br />that this type of exception applied only to apartment buildings. <br />Vadnais stated that the exception applied to existi.ng bui.ldings. <br />Mr, Jim Arron of the City of Oakdale appeared before the Council. Arron <br />reported that their city is studying Appendix E. Arron pointed out that <br />a business should consi.der how long they can afford to be out of business. <br />Wi.th a sprinkler system,a business could be back in busi.ness the next <br />day. Arron stated that the City must also be concerned abouC the safety <br />of its firemen. <br />Mr. Loclce stated that a sprinkler system will not stop smoke~ Uut it <br />wi11 buy the Pi.re Department time, Mr. Loc(ce stated that it is the <br />Fire Chief who must te11 his men to go into a buildi.ng to fight a <br />fire and a sprinkler system will make a big difference in saving lives. <br />Page -5- <br />
