MINUTES <br />City Counc~il <br />March 14, 1984 <br />'Pree <br />Ins~ector <br />Agenda <br />Itiem No. 10 <br />Mrs. Nardi.ni informed Mr. Horwath that the City felt that he did an <br />excelLent ,job in the past as Tree InspecCOr. Mr. Porsberg, agreed, <br />and stated that he wouid support hiri.ng Mr. Horwath on a contracCUal <br />basis. <br />Mr. Sweeney reported that there are f.orms that can be completed and <br />submi.tted to tt~e Department of Economic SecuriCy to seC P1r. kiorwath <br />up a; 'Lree Inspector on a contractual basis. 7'he Department of <br />Economic Security would have to review these and act on them pr~ior <br />eo the relationship being sec up. <br />yr. Porsberg aslcecl about the City's other part-time hel.p. Pahey <br />felt that the Council should talce care of: this case first. <br />Mr. Hanson felt that the City should adopt a poLicy for. al.l part- <br />time employees. <br />Nardini stated that the Counci.l previ.ously discussed handLi.np., this <br />on a case-by-case basis. Mrs. Sca1~e informed Che Council. that in <br />Detroit I,alces it cvas determined that their volunterr fire department <br />~aould be eligible for unemployment compensati.on. <br />The Clerk reporT.ed that various part-time jobs can be combined in <br />order to achi.eve the dollar amount necessary f.or unempl.oyment. <br />Pahey sug~;este<t that the City mi.~;ht have to re.quire that a par.t-time <br />employee in the City hold no other Part-time positi.ons. <br />Mr. Porsberg felt that the Council should handle Mr. HorwaCh's case <br />at this time ancl felt that there may not be another problem. <br />Mr. Fahey agreed. <br />Mrs. Scalze i.ntroduced the following resoluti.on and moved its acloption: <br />gP:SOLUTION N0. F34-3-107 - INS'tRUCTING TEIE <br />CITY ATTORNPY TO SUBMIT THE PROPER CONTRACTS ~~~'~ <br />TO THE DEPARTMENT OT ECONOMIC SECURITY FIIRING <br />THOMAS EIORWATH AS TI[E CITX'S TREE :[NSPECTOR <br />ON A CON'CRACTUAL I3ASIS. ~ <br />The fore~oinp, resolution was duly seconcled by Mrs. Nardini, <br />Ayes (4) Scalze~ Nardini, Hanson, PorsberF. <br />Nayes (1) Pahey. <br />Resolution declared adopted. <br />This resoluCion appears in Resolution I3oolc No. 11, Pa~e 117. <br />Mre Pahey felt that the City could enter into a private agreement <br />with Mr. Ilorwath as an outside conLractor and take Mr. Ilorwath at <br />his word. <br />Pafle -13- <br />
