827.030 Consent to Registering of Retail Cannabis Businesses. <br />A. Registration Required. No individual or entity may operate a state-licensed cannabis retail business <br />within the City of Little Canada without first registering locally with the City of Little Canada <br /> <br />B. Non-Registered Sales Civil Penalty. Any state-licensed cannabis retail business that sells to a <br />customer or patient without a valid local retail registration shall incur a civil penalty of (up to $2,000) <br />for each violation. <br /> <br /> <br />827.040 Limiting of Retail Registrations. <br />The City will not issue more than one (1) cannabis retail registration per 12,500 residents, as <br />determined by the most recent state demographer’s estimate. This cap on registrations does not <br />apply to a medical cannabis combination business with a retail endorsement or a lower-potency <br />hemp edible retailer. <br /> <br />827.050 Minimum Buffer Requirements. <br />A. Buffer Requirement. The City of Little Canda prohibits local registration of a new cannabis business <br />on a premises with a property line within 500 feet of the property line of any of the following: <br />1. School <br />2. Daycare <br />3. Residential Treatment Facility <br />4. An attraction within a public park that is regularly used by minors, including a playground or <br />athletic field. <br />B. Zoning Requirement. The City’s Zoning Code identifies where the variety of cannabis businesses <br />defined by the state of Minnesota can locate with the city. Land which is outside of the minimum <br />buffer requirements established in Section 827.050 may still be ineligible for all or some cannabis <br />businesses depending on the assigned zoning designations. <br /> <br />827.060 Local Registration Application. <br />A. Application Submittal. The City of Little Canada shall issue a local retail registration to a state- <br />licensed cannabis retail business that adheres to the requirements of Minn. Stat. 342.22, and which <br />qualifies for a registration under the provisions of Chapter 827. <br />1. An applicant for a local retail registration shall fill out an application form as provided by the <br />City of Little Canada. Information required on the form shall include, but is not limited to: <br />(a) Full name of the property owner and applicant; <br />(b) Address, email address, and telephone number of the applicant; <br />(c) The address and parcel ID for the property which the retail registration is sought; <br />(d) Certification that the applicant complies with the requirements of local ordinances established <br />pursuant to Minn. Stat. 342.13. <br />2. The applicant shall include with the form:
