(a) The required local registration fee as outlined in Section 827.060(B); <br />(b) A copy of a valid state license or written notice of OCM license pre-approval; <br />(c) A narrative describing the proposed business; <br />(d) A site plan showing the building to house the business, available parking; <br />(e) Floor plans for the proposed business which show compliance to all MN Building Code <br />requirements. <br />(f) A security plan addressing issues surrounding parking, traffic, securing of monetary <br />transactions, any on-site security personnel, building security and alarm systems both internal <br />and external, screening, lighting, window and door placement, landscaping, and hours of <br />operation. <br />(g) A plan for ventilation of the establishment that describes the ventilation systems that will be <br />used to prevent any odor of cannabis off the premises of the business. Such plan shall also <br />include all ventilation systems used to control the environment for the plants and describe <br />how such systems operate with the systems preventing any odor leaving the premises. For <br />businesses that produce cannabis-infused products, such plan shall also include all ventilation <br />systems used to mitigate noxious gases or other fumes used or created as part of the <br />production process <br />3. Once an application is considered complete, the City of Little Canada shall process the <br />registration fee and forward the application to the Community Development Department for <br />review. <br />B. Fees <br />1. A registration fee, as established in the City of Little Canada’s fee schedule, shall be charged to <br />applicants depending on the type of retail business license applied for. <br />2. An initial retail registration fee shall not exceed half the amount of an initial state license fee <br />under Minn. Stat. 342.11, The initial registration fee shall include the initial registration fee and <br />the first annual renewal fee. <br />3. A renewal retail registration fee shall not exceed half the amount of a renewal state license fee <br />under Minn. Stat. 342.11 and shall be charged at the time of the second renewal and each <br />subsequent renewal thereafter. <br />4. A medical combination business operating an adult-use retail location may only be charged a <br />single registration fee, not to exceed the lesser of a single retail registration fee, defined under this <br />section, of the adult-use retail business. <br />5. The local registration fee shall be non-refundable once processed. <br /> <br /> <br />827.070 Local Registration Application Review Procedure and Criteria. <br />A. Purpose Statement. The City of Little Canada recognizes the significant public interest in establishing <br />retail cannabis operations within its jurisdiction. In compliance with Minnesota state law, the City <br />must respond to retail cannabis applications within 30 days of submission. Given that only one <br />dispensary is permitted, the City has developed a structured application process with clear submission <br />requirements and evaluation standards to ensure a fair and transparent selection. These guidelines are <br />established to protect the public health, safety, and welfare of Little Canada residents.
