B. Review Period. After the first application for a cannabis retail registration is submitted and <br />determined to be complete, the City will accept other applications for a period of fifteen (15) calendar <br />days before beginning review. <br />1. The City shall post on its website that it has received a complete application and state the <br />deadline for other applications to be submitted. <br />2. The deadline shall be 5:00 PM on the fifteenth day. <br />C. Scoring. Should more than one (1) application be received within the review period, City Staff will <br />review the applications and assign scores based on the criteria provided in this Section. <br />1. Applicants will receive one (1) point for each of the following standards that they meet: <br />(a) If the proposed location will only be used for the retail sale of cannabis. <br />(b) If the applicant is a resident of Little Canada. Applicants must provide proof of their <br />residence in Little Canada, Minnesota at the time of application which may include any of the <br />following. <br />(1) The most recent Ramsey County property tax statement listing the applicant's name, a <br />residential address in Little Canada, and indicating homestead status. <br />(2) A current housing lease agreement in Little Canada, Minnesota naming the applicant as a <br />lessee. <br />(3) A State of Minnesota-issued identification card showing the applicant's name and <br />residential address in Little Canada. <br />2. Applicants will receive three (3) points if they meet the following standard: <br />(a) If the proposed location is a single-tenant building, rather than where two or more business <br />uses are located within one structure or on one property. <br />3. In the event of a tie between applicants with the same total points, priority will be given to the <br />highest-scoring applicant who submitted their completed application first. <br /> <br />827.080 Renewal of Registration <br />A. Renewal Process. Registration renewals are issued in the same manner and subject to the same <br />conditions as a new registration application. A cannabis retail business shall apply to renew its <br />registration on a form established by the City. The City shall charge a renewal fee for the registration <br />starting at its second renewal, and each subsequent renewal thereafter, as established in the City’s <br />fee schedule. <br />B. Inspection Before Renewal. Before renewing a registration, the City may enter and inspect the <br />cannabis business to ensure that the cannabis business is in compliance with this Chapter, the zoning <br />ordinance, and state laws. <br /> <br />827.090 Registration Term. <br />The registration term begins on January 1 and ends on December 31. <br />
