B. Compliance Checks. From time to time, but at least once per year, the City or its authorized agent will <br />conduct compliance checks on registered retail businesses by engaging persons between the ages of <br />seventeen (17) and twenty-one (21) years, to enter the premises to attempt to purchase cannabis and <br />lower-potency hemp edible products. Persons used for compliance checks are not guilty of the <br />unlawful purchase or attempted purchase, nor the unlawful possession of cannabis or lower-potency <br />hemp edible products when the items are obtained or attempted to be obtained as a part of the <br />compliance check. No person used in compliance checks may attempt to use a false identification <br />misrepresenting the person’s age, and all persons lawfully engaged in a compliance check may <br />answer all questions about the person’s age and shall produce any identification, if any exists, for <br />which he or she is asked. Nothing in this Section prohibits compliance checks authorized by State or <br />Federal laws for educational, research or training purposes, or required for the enforcement of a <br />particular State or Federal law. <br /> <br />827.150 Suspension of Registration <br />A. When Suspension is Warranted. The City of Little Canada may suspend a cannabis retail business’s <br />local registration if it violates the ordinance of the City of Little Canada or poses an immediate threat <br />to the health or safety of the public. The City of Little Canada shall immediately notify the cannabis <br />retail business in writing and state the grounds for the suspension. <br />B. Notification to OCM. The City of Little Canada shall immediately notify the OCM, in writing, the <br />grounds for the suspension. OCM will provide the City of Little Canada and cannabis business <br />retailer a response to the complaint within seven (7) calendar days and perform any necessary <br />inspections within thirty (30) calendar days. <br />C. Length of Suspension. The suspension of a cannabis retail business local registration may be for up to <br />thirty (30) calendar days, unless OCM suspends the license for a longer period. The business may not <br />make sales to customers if their local registration is suspended. <br />1. The City of Little Canada may reinstate a local registration if it determines that the violations <br />have been resolved. <br />2. The City of Little Canada shall reinstate a local registration if OCM determines that the <br />violation(s) have been resolved <br />D. Civil Penalties. Subject to Minn. Stat. 342.22, subd. 5(e), the City of Little Canada may impose a civil <br />penalty, as specified in the City of Little Canada’s Fee Schedule, for registration violations, not to <br />exceed $2,000. <br /> <br />827.160 Temporary Cannabis Events <br />A. Purpose. The purpose of this Article is to regulate temporary cannabis events permitted by the State <br />of Minnesota. These regulations are intended to ensure that temporary cannabis events in Little <br />Canada protect the health, safety, and welfare of the community, and that events are following both <br />local and state regulations throughout their duration. <br />B. Administrative License. No person shall use his or her property or assist, countenance or allow the <br />use of his or her property, or of another’s property, located within the City of Little Canada for any <br />form of temporary cannabis event without first having obtained a license from the public safety <br />director or designee(s). <br />C. Application. An application for a license must be filed with the City of Little Canada. Said <br />application shall include the following information:
