1. A narrative description of the event including the name of the event and proposed location; <br />2. A list of all activities to take place at the event; <br />3. The name of the sponsoring entity/or main contact person, along with their address, email, and <br />phone number; <br />4. The proposed date and time of the event together with the beginning and ending times for each <br />date; <br />5. A list of the name, number , and type of cannabis businesses and hemp businesses that will sell <br />cannabis plants , adult-use cannabis flower, and adult-use cannabis products, at the event; <br />6. A diagram of the physical layout of the temporary cannabis event showing where the event will <br />take place on the grounds, all entrances and exits that will be used by participants during the event, <br />all cannabis consumption areas, all cannabis retail areas where cannabis flower, cannabis products, <br />lower-potency hemp edibles, and hemp-derived consumer products will be sold, the location <br />where cannabis waste will be stored, and any location where cannabis flower, cannabis products, <br />lower-potency hemp edibles, and hemp-derived consumer products will be stored; <br />7. Location of any barricades, street route plans, or perimeter/security fencing; <br />8. The estimated number of event staff, participants, and sponsors; <br />9. Any other information deemed necessary to ensure the safety, health, and welfare of the people and <br />lands surrounding the proposed temporary cannabis event. <br />D. Event Requirements. In order to be approved, an applicant must demonstrate the following items will be <br />successfully handled over the course of the temporary cannabis event: <br />1. Security. The cannabis event organizer must hire or contract for licensed security personnel to <br />provide security services at the cannabis event in compliance with the provisions of MN Statute <br />342.40(3) as may be amended. <br />2. Limited and Controlled Access. The cannabis event organizer shall ensure that access to the event is <br />limited to individuals who are at least 21 years of age and maintain compliance with MN Statute <br />342.40(4) as may be amended <br />3. Clean Up. The cannabis event organizer shall ensure that all used, unused, and waste cannabis <br />plants, adult-use cannabis flower, adult-use cannabis products, lower-potency hemp edibles, and <br />hemp-derived consumer products that are not removed by a customer, cannabis business, or hemp <br />business are disposed of in a manner approved by OCM each day of the event. <br />4. Transportation. The cannabis event organizer shall ensure that the transportation of cannabis plants, <br />adult-use cannabis flower, adult-use cannabis products, lower-potency hemp edibles, and hemp- <br />derived consumer products intended for display or sale and all such items used for display or not <br />sold during the cannabis event are transported to and from the cannabis event by a licensed cannabis <br />transporter. <br />5. Retail. Retail areas of the temporary cannabis event shall be in compliance with the provisions of <br />MN Statute 342.40(7) as may be amended <br />6. Insurance. Certificates of insurance may be required to ensure the public safety and welfare. <br />7. Noise. Any noise generated by the event shall be regulated in accordance with City Code Chapter <br />2801. <br />8. Food. In the event food will be served at the temporary cannabis event, an appropriate food license <br />must be obtained through the county department of public health
