MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 4, 2024 <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 4th day of December 2024 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:31 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Kwapick, Gutierrez and D. Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Relations Manager Lauran <br />Linehan, Community Development Director Ben Harrington, City Clerk/HR Manager Heidi Heller, <br />and Finance Director. Sam Magureanu, <br />APPROVAL OF MINUTES <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-12-134 — APPROVING THE MINUTES OF THE NOVEMBER <br />13, 2024 WORKSHOP AND THE NOVEMBER 13, 2024 REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Community Relations Manager commented on the Cookies with Santa event that will take place <br />this Saturday at City Hall. She highlighted other upcoming events including Coffee with a Cop and the <br />winter indoor market. She stated that the city is currently running a snowplow naming contest and <br />invited residents to participate. <br />PUBLIC COMMENT <br />None. <br />PUBLIC HEARINGS <br />ADOPT FINAL 2025 BUDGET AND LEVY <br />The City Administrator commented that there has been an extensive process to create the 2025 budget <br />and provided details on that process that begins in April/May of each year. He reviewed the purpose <br />and objective of the operating budget as well as information on the preliminary levy adopted on <br />September 11th. He stated that the final levy proposed tonight is a decrease from the preliminary levy <br />of approximately 1.5 percent. He compared the 2024 levy to the proposed 2025 levy and explained <br />how property tax dollars are allocated between different entities as well as how the dollars received by <br />Little Canada are allocated between departments. He also reviewed how Little Canada compares to <br />other communities in terms of the property tax levies proposed for 2025. He also highlighted some of <br />
