MINUTES <br />CITY COUNCIL <br />DECEMBER 4. 2024 <br />the significant budget impacts for 2025 and provided a brief summary of information on general fund <br />revenues and expenditures. The Finance Director provided additional details on the final tax rate, <br />comparisons to other communities, levy increase impact analysis, and information on tax break <br />opportunities for residents. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />A Little Canada resident who lives on Little Canada Road, commented that she was surprised by the <br />tax and market value changes she received which equates to an additional $ 1,000 of property taxes that <br />she will owe this year. The Finance Director commented that the property tax bill is not managed <br />solely by the City, as the City only controls the City portion of the property tax. He explained that the <br />City does not have control of the School District or County taxes which are also included in the <br />property taxes. <br />The resident asked her recourse and what action she can take in opposition. Mayor Fischer <br />commented that Ramsey County is also holding similar public comment meetings on their budget. He <br />stated that the property values are driven by the County and perhaps the resident could find assistance <br />through the County Assessor's office. He commented that residents can also file an appeal on the <br />increase of their property taxes to Ramsey County. The Finance Director commented that he could <br />review the property tax statement with the resident and provide her with available resources and <br />review the steps she could take. <br />Gutierrez stated that the Ramsey County public meeting will beheld on December I Ith at 6:00 p.m. <br />She also provided a contact phone number for those wishing to dispute their valuations. <br />There were no further comments from the public. Upon motion by Mayor Fischer, seconded by <br />Kwapick, the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />D. Miller asked for clarification on how this final adopted levy will compare to the statements <br />residents received. The Finance Director replied that the proposed property tax statement that <br />residents received shows a higher amount for the City of Little Canada portion of the tax statement <br />than will be adopted tonight. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-12-135 —ADOPTING THE 2024 TAX LEVI', COLLECTIBLE IN <br />2025 AS PRESENTED. <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />T. Miller introduced the following resolution and moved its adoption: <br />2 <br />
