MINUTES <br />CITY COUNCIL <br />DECEMBER 4, 2024 <br />CONSENT AGENDA <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2024-12-139 —APPROVING THE CONSENTAGENDA WHICH <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />• Approve 2025 Animal Impound Services Contract with Animal Humane Society <br />• Approve 2025 Agreement with Northeast Youth and Family Services <br />• Approve Submission of 2025 Ramsey County SCORE Grant Application <br />• Approve Letter of Credit Reduction for Pioneer Commons Yd Addition <br />• Approve Letter of Credit Reduction for Villas of Gervais Lake <br />The foregoing resolution was duly seconded by Guiterrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />APPROVE CONTRACT TO CONDUCT A COMMUNITY SURVEY <br />The Community Relations Manager explained that tonight the Council is asked to consider accepting <br />the quote for a community -wide survey with Morris Leatherman with a proposed cost of $15,000. She <br />provided background information noting the most recent surveys which were completed in 2011 and <br />2018 by the same firm. She stated that the community survey was identified as an initiative by the <br />City Council and completion of this would provide the Council with data to consider in preparation for <br />the 2025 strategic planning process. She provided additional details on the proposed survey method <br />from Morris Leatherman and the next steps, should the Council approve this item tonight. <br />D. Miller asked how the firm obtains phone numbers for the community members. The"Community <br />Relations Manager provided input on that process. <br />D. Miller asked if the caller ID could be customized to Little Canada Survey or something of that <br />nature to encourage more residents to answer an unknown number. He asked if the intent is to reach <br />residents or households, as there could be four cellular numbers for one household. The Community <br />Relations Manager replied that she could ask about the caller ID and noted that she could even include <br />the phone number that would show in the newsletter blurb about the survey which would increase <br />resident awareness. She commented that the intent is to reach residents in general and not specifically <br />divided by households. <br />Mayor Fischer recalled in a previous survey one of the concerns was that the calls were made almost <br />exclusively to landlines and was appreciative to see cellular phones now added. He asked if the city <br />has done more than 60 questions in the past. The Community Relations Manager confirmed that there <br />have been more than 60 questions in the past. She believed that in the past, with more than 60 <br />questions, the average call was about 25 minutes therefore with less questions the average call time <br />should be less.
