MINUTES <br />CITY COUNCIL <br />DECEMBER 4, 2024 <br />Community Development Director stated that he interpreted insignia broadly, explaining that the city <br />could then determine what they would want that to look like. Mayor Fischer commented that he would <br />like to see the city name and logo. <br />There were no further comments from the public. Upon motion by D. Miller, seconded by T. Miller, <br />the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />D. Miller thanked staff for a great presentation. He stated that the picture examples help to provide <br />more clarification as well. <br />Kwapick asked if there is any change from the current practice related to wall signs and pylon signs. <br />The Community Development Director replied that the current practice would not change and if <br />anything, this would provide more latitude for businesses. <br />Kwapick asked if a business would go through a variance or conditional use permit process to request <br />additional signage, using the example of a business that was allowed to have a second pylon sign. The <br />Community Development Director confirmed that in that situation a business could follow that same <br />process. He noted that additional flexibility was also built in administratively for corner properties. <br />Kwapick asked if there is language that would address the brightness of an LED sign or white light that <br />could shine onto adjacent residential properties. The Community Development Director replied that <br />there is a footcandle limitation for signage and explained how that would be measured. He noted that <br />an automatic dimmer is also required to be installed in the dynamic signs. Mr. Weiland stated that they <br />generally discourage white backgrounds on billboard advertisements. He stated that there is also a <br />dimmer that changes to match the outside lighting changes. <br />Gutierrez ,asked about signs that pop .up on the right-of-way. The Community Development Director <br />stated that those signs are prohibited. He noted that the signs can be removed as a nuisance. <br />Mayor Fischer asked for and received clarification on the size and allowance of time for temporary <br />signage. He commented that he would not find it appropriate for someone to have a sign in their yard <br />every day of the year. Kwapick commented that he is unsure that it happens that often. He noted that <br />sometimes after a home improvement project is completed, the homeowner allows the contractor to <br />install a sign in their yard for 30 days. The Community Development Director commented that this <br />language is carried over from the existing sign ordinance, with the exception that there currently is no <br />limit on the number of signs whereas the new regulation would limit that number. <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-12-138 — ADOPTING ORDINANCE 901 TO REPEAL AND <br />ADOPT CHAPTER 916. SIGNS, OF THE LITTLE CANADA ZONING CODE. <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />0 <br />
