MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 4, 2024 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 4th day of December, 2024 in the Council Chamber of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members T. Miller, Gutierrez, <br />Kwapick and D. Miller. Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Finance Director Sam Magureanu, <br />Community Development Director Ben Harrington, Community Relations Manager Laura Linehan, <br />City Clerk/HR Manager Heidi Heller, Gene Wegleitner from Gene's Disposal Service, Jason <br />Hartman from Waste Management, Beverly Mathiasen and LaToya Moore from Republic Services. <br />UPDATE ON ORGANIZED COLLECTION REQUEST FOR PROPOSAL PROCESS <br />The Community Relations Manager explained that the city is currently split into three zones with a <br />different hauler serving each zone. She stated that Republic Services, Waste Management and <br />Gene's Disposal Service are the current haulers that have been serving the city for many years. She <br />reported that 10 proposals were received for trash and recycling services, noting that 1 of the <br />proposals was only for recycling services. She stated that the organized collection committee made <br />up of Council members Chris Kwapick and Dave Miller, the Community Relations Manager and <br />City Administrator met on December 3 to review the proposals and determine a recommendation. <br />She stated that the committee is recommending one hauler for trash, yard waste and bulky item <br />services and a different hauler for recycling services. - <br />The Community Relations Manager reviewed the scoring used to determine the recommended <br />haulers, and the details for each proposal. She stated that Republic Services is the recommended <br />hauler for trash, yard waste and bulky item services, and Waste Management is the recommended <br />hauler for recycling services. She noted that both haulers can start on January 1, 2025, and <br />Wednesday would remain the single pick-up day for both services. <br />Kwapick provided comments from the organized collection committee meeting and reviewed some <br />of the details that were. considered when making the recommendations. <br />Dave Miller explained that cost was a factor in why the city decided to go through the request for <br />proposal process to reduce the number of haulers the city used from three to one or two. <br />FINAL REVIEW OF 2025 BUDGET & LEVY <br />The Finance Director explained that at the September 11, 2024, City Council meeting, the Council <br />adopted a preliminary tax levy increase of 9.51 %. He noted that the final levy may not be increased <br />from the preliminary levy, but it may be reduced. He stated that the Council reviewed the budget in <br />detail at the August 18, August 28 and September 11 City Council workshop. He reported that staff <br />has worked on items to reduce the levy and are proposing a final 2025 levy increase of 7.84%. <br />
