WORKSHOP MINUTES <br />CITY COUNCIL <br />DECEMBER 4, 2024 <br />The Finance Director gave a summary of the changes made in the budget that brought the levy <br />down. Fischer noted that the city's total budget amount is not high, so it does not take much to <br />make the levy percentage go up. The Finance Director reviewed some of the changes that affected <br />the city's tax rate for 2025, including the increase that the city must contribute to the Fiscal <br />Disparities Program. <br />The City Council discussed additional possible reductions but there was consensus to adopt the levy <br />and budget as proposed. <br />REVIEW DRAFT ORDINANCES FOR CANNABIS BUSINESS REGULATIONS <br />The Community Development Director explained that staff has draft language for four ordinances <br />for the proposed zoning and regulatory standards for cannabis businesses that are anticipated to <br />begin receiving licenses from the state in 2025. He noted that the Planning Commission also <br />reviewed all of the ordinances and recommended approval with a few suggested changes. <br />There was consensus on one change to the proposed ordinance language and one change to the <br />scoring process for applicants <br />There being no further business, the meeting was adj <br />ourned at 7:26 p.m. <br />Thomas Fischer, Mayor <br />Attest: <br />10 AA &A- <br />Christophdr Heineman, City Administrator <br />
