Pahey reported ChaC at the Council's request the Planner has put <br />to~;ether some rroposal.s for the zoni.ng of. the area along eoith the <br />En~i.neer reporti.ng on soi.l.s, Copography and dr.ai.nage concerns of the <br />area. <br />Mr. Li.cht stated that the presentaCi.on that he has prepared i.s ver.y <br />general and does not constitute a recommenctation. The exhibi.ts that <br />wil.l be presented are merel.y concepts aC this poi.nt. <br />Mr. Steve Gri.ttman presenCed an exhi.bit showing the existing land use <br />of the area alon~; wi.th the types of soi.ts that are f.ound i.n the area. <br />Grittman explai.ned that the area has a his;h water tabl.e oE ?_ to ~4 f:eet <br />and a porti.on oE ths area has standi.ng water several. ti.mes per year., <br />Mr. Gri.ttman stat:ed that the soils of the area are the most ].i.mi.ti.ng <br />f:acCOr i.n terms of: development of: Che area. Development w` the area <br />wou7.d be expensi_ve and requi.re a hi.gh degree of: mai.ntenance due to the <br />soi.l.s. 7'he Planner reported th~t the inf.ormattion he obtained on the <br />soi.ls ~aas Crom the Ramsey Soil.s and irlater ConservaCion Di.strict. <br />The Ptanner stated that the type of soi.l. in Lhe area contains a high <br />conten[ of clay, which retai.ns water and al.so causes water to run off. <br />very quidcly. <br />Mr. Gri.ttman presented the f.i.rst concept that k~is firm developed <br />for the area. Gr~i.ttman espl.ained that the pl.an talces into consi.cteration <br />the devel.opment proposals that the Ci.Cy has already recei.vecl~ and <br />also provi.des f.or par.lc property in the area whi.ch ~aoul.d consi.st of about <br />10% of the area. The plan ca11s tor mostly an i.ndustri.al. zoning of <br />thi.s area with a medium density to buf.fer the area of All.en and DeSoto. <br />Mr. Grittman then present.ecl Plan II which conCained much more res:i.dential. <br />zoni.ng than Plan I. Plan II called for more si.n~;te fami.l.y soni.ng <br />extendi.n~ i.nto the area and then p,enerall.y a mid-densi.ty type of <br />development. Some i.ndustri.al porti.ons are mai.ntai.ned to the north <br />and a park area is also provided. <br />Mr< Tahey requested thak the pronerty owners i_n the area f.irst comment <br />on t.he Planner's proposals and then tt~e Council woulcl hear comments <br />[rom the property ocaners adjacent to Che area. <br />13i.11 Stenger, Jr. cvas concerned with the layout o[ the streets as <br />pronosed by the Pl.anner. Mr. Grittman repli.ed that the 7.ayouC i.s <br />just a general proposal. at thts poi.nt and could be adjusted i.f need be. <br />Nir. Gene Fasciana commented that there are 13 property owners i.nvolved <br />i.n this area. Pasciana did not f.eel that a plan such as those presented <br />was f.easihle unless the City ~oas worlcin,n, with one property owner. <br />Mr. Pahey repli.ed that the City has discussed letting iC be known that <br />the Ci.ty i.s willi.n~ to let the property out f.or tax increment financi.n~;< <br />Thi.s may attract one devel.oper who would be interested in the whole <br />parcel.. <br />Pafle -2- <br />
