MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2024 <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-12-145 — ORDERING THE IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT NO. 2025 PW80 ON STONERIDGE <br />COURT <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />2025 SECONDHAND GOODS DEALER LICENSE RENEWALS <br />The City Clerk stated that these are all renewal license applications that have been licensed for years. <br />She stated that all application materials and fees have been received and therefore staff recommends <br />approval subject to satisfactory background checks, noting that all fire inspections were passed earlier <br />today. _ <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no comments from the public. Upon motion by D. Miller, seconded by Gutierrez, the <br />public hearing was closed. Ayes (4). Nays (0). Motion adopted. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-12-146 —APPROVING THE SECONDHAND GOODS <br />LICENSES AS REQ UESTED, S UBJECT TO SA TISFA CTOR Y BA CKGR 0 UND CHECKS <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />ORDINANCES 902, 9032 904 & 905 AMENDING THE CITY CODE AND ZONING CODE <br />FOR CANNABIS BUSINESS ZONING AND REGULATIONS <br />The Community Development Director provided background information on the legalization of adult - <br />use cannabis in Minnesota and provided a regulatory framework for the cannabis industry. He <br />provided updated information on the anticipated licensing timeline from the Office of Cannabis <br />Management (OCM). He explained the items the City is able to regulate and reviewed information on <br />the proposed number of registrations and buffers as well as zoning districts and interim use. He <br />reviewed the proposed application and review process and provided a summary of the proposed <br />ordinance. He stated that the recommendation from staff and the Planning Commission is to adopt all <br />four ordinances and summary publication of those ordinances. <br />Mayor Fischer commented that the City's position has been to start slowly, noting that there would be <br />a potential to expand in the future. He acknowledged that this would seem contingent upon the <br />Council also approving the Interim Use Permit later on the agenda. <br />Gutierrez acknowledged that there are daycare and residential treatment facilities that can be located <br />on single-family homes and wanted to ensure that proper buffers would be in place.
