MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2024 <br />The City Clerk explained that cannabinoid products have been legal for a few years and provided <br />additional background information. She stated that these are the first licenses for this type of product, <br />which will run on an annual basis. She reviewed the five businesses that have applied, noting the retail <br />business Gotta Go Gotta Throw is the only new business and therefore is required to complete a <br />background check and fire inspection as the other businesses completed that as part of their other <br />tobacco or alcohol licensing process. She noted that the new applicant did pass their fire inspection <br />today. <br />Mayor Fischer recognized that these businesses have been selling these products without a license and <br />asked if there was any pushback from the businesses about the new licensing required. The City Clerk <br />replied that all businesses readily agreed to submit a license application. She noted that Happy Tree is <br />moving out of Little Canada at the end of December. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-12-1 SO — APPROVING THE CANNABINOID PROD UCT <br />LICENSES AS REQUESTED, SUBJEC TTO RECEIVING ALL APPLICATION <br />MATERIALS AND FEES AND SATISFACTORY BACKGROUND CHECK OF THE NEW <br />APPLICANT, GOTTA GO GOTTA THROW <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />CONTRACTS FOR ORGANIZED TRASH AND RECYCLING COLLECTION SERVICES <br />The City Administrator provided background information on the subcommittee recommendation to use <br />one hauler for trash collection and one hauler for recycling services. He stated that City staff have <br />been working on the contracts with those haulers which have been included in the packet and they are <br />set to move forward with a January 1, 2025 start date. He noted that the disposal fees would be pulled <br />out of the bid and paid directly to the tipping facility. <br />D. Miller commented that as a member of the subcommittee, staff did a great job putting the numbers <br />together and agreed with the method of the City paying those fees directly as that helped to identify the <br />most cost-efficient proposals. <br />Kwapick also thanked staff for all the work they did on this. He stated that the subcommittee wanted <br />to ensure that this would not have a large impact on the residents, maintaining the same collection day. <br />He stated that the subcommittee also reviewed the feasibility of weekly recycling collection and while <br />that was not feasible, a resident can request an additional recycling cart if that is needed. He stated that <br />the number of bulk items allowed has been reduced from three to one. <br />D. Miller acknowledged that the customer service would now be provided directly by the hauler rather <br />than passing through City staff, which will be helpful for reducing the burden on staff as well as <br />making customer service more efficient for residents. Mayor Fischer commented that the City has had <br />organized collection for some time and recognized that this would be a change from three haulers to <br />one hauler for trash and one for recycling. He agreed that it is helpful to remove City staff from being <br />7 <br />
