MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2024 <br />Kwapick thanked staff for working through this to find an alternative as.there was a lot of negative <br />feedback on the original plan, although they did understand why it was needed. He was happy that <br />they were able to use that feedback from the public to develop this design. He believed that this design <br />would improve the intersection while impacting the local community less. Gutierrez agreed that this <br />seems to be a much better design and believed that property owners would appreciate this <br />D. Miller appreciated the extra work of staff to get to this point. Mayor Fischer acknowledged the <br />public pushback on the original design and stated that this is an example of how the system works and <br />input of residents is appreciated during these processes. He thanked staff for their hard work. <br />ACCEPT FEASIBILITY REPORT AND CALL FOR AN IMPROVEMENT HEARING FOR <br />COUNTY ROAD D IMPROVEMENT PROJECT <br />The City Engineer provided background information on the proposed County Road D improvement <br />project including details on the proposed improvements, estimated costs and financing, special <br />assessments, and anticipated project timeline. <br />Kwapick noticed that 942 County Road D would be assessed for this project as well as the Stoneridge <br />Court project. The City Engineer explained that it is not often that there are separate projects <br />impacting a property on both sides in one year and noted there are also two corner properties on Maple <br />Leaf Court that will receive assessments from both street projects. He explained that the assessments <br />for the corner lots on this project are around $1,000 or less, explaining the assessment formula for <br />corner lots. <br />Kwapick asked the Council and staff to keep that in mind as this is a unique situation in which there <br />would be two road projects that could impact corner lots in one year. <br />D. Miller asked about access during construction. The City Engineer noted that there would be access <br />to these subdivisions throughout this process, although there may be times of delay. He noted that the <br />other road project just discussed is not a full reconstruction and therefore vehicles will be able to drive <br />on the road. He also provided details on the phasing of bids, in hopes that the same contractor may <br />choose to try to pick up the second project as well. He stated that while this project is proposed to be <br />assessed on a per -foot basis, the Council could also choose to consider a per -unit basis. The City <br />Administrator commented that there is a perception of fairness or unfairness from certain property <br />owners with whichever method is chosen. <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-12-153 — RECEIVING THE FEASIBILITY REPORT AND <br />CALLING FOR AN IMPROVEMENT HEARING FOR COUNTYROAD D <br />IMPROVEMENTS <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4).
