'I'he Ci.ty Attorney submi.tted to the Council for appr.oval a Civil Uefense ordinance. The Attorney reported that this was a housekeeping matter. Mr. Blesener introduced the following ordinance and moved its adoption: ORDINANCE N0. 259 - AN ORDINANCE ADDING CHAPT~R 210 TO Tl~l~ MUNTCTPAL COD~ OP THG CITY OP LITTLE CANADA, GS'CAI3LISHING A CIVIL DEFT'NSF. Mr. Blesener notect that Che City needs a Givil Defense Ordinance and Plan in order to apply for funding. rair Labor Mr. Pahey reported Chat he has reviewed the P'air Labor Standards Law Standards recently enacted and it is his opinion that the City cannot a11ow Dan Dralce to continue his paid duties with the Kecreation Department. Ae~enda Under the Law the City would be required to pay Mr. Dralce time and Addition one-half for anything over 40 hours. Mr. Pahey aslced where the City woul d stanct with Mr.. Drake's par.ticipati.on on the Park Commission. Mr. Sweeney did not £eel there was a problem with Park Commission participation. Sweeney reported that the problem li.es with Cities thaC have volunteer Lire departments. Mr. Fahey repor.ted that the City's f.ire department is a private corporation and these volunteers are not City employees. The Attorney felt that there may sti11 be a problem. Mrs. ScaLze felt that the Fire Chi.ef. shoul.d be made aware o£ this. Mr. Fahey introcluce<l the folloo-~in~ resolution and moved its adoption: Page -15-
