MINUTES <br />City Council <br />July 10, 19£35 <br />Communi.ty $ <br />Neighborhoo<l <br />Centers <br />(Cont.) <br />Mrs. Scalze stated chat she did not think a governmenta7. agency <br />other. than the City, School District or a church shoul.d take this <br />property of£ the tax rolls. <br />Mr, Pahey stated that he felt thac the City should not preclude any <br />governmental agency from owning or operating the Kellogg buildin~. <br />Mr. Fahey poi.nted out that 50% of the building must benefit the CiCy <br />and surrounding ci.ti.es. Mr. Pahey stated that he did not feel that <br />the definiti.on had to be built around the School llzstrict. The primar.y <br />thrust of the deLinition should be Co benefit the Ci.ty r.esidents and <br />adjacent residents and if this is done, Pahey stated that he did not <br />care caho ran the center. <br />Mrs. Scalze stated that she carede <br />Mr. }3lesener stated that if the County ran the center, half of. t}ie <br />building could be used for a haLf-way house, <br />Pahey sr.ated that the property ~vas zoned puUlic and there is no body <br />more public than a governmental agency. I'ahey dicl not feel that obvious <br />public entities should be excluded. <br />Mrs. Scalze stated Lhat the Council agreed L'hat Pairview ~vas a <br />community center. Scalze also commented that the County anct the State <br />have no reason to run a community center. The only bodies ~aith a <br />reason to run a community center would be a city, church or school <br />distri.ct. Scalae stated that she did not feel that the Ci.Cy should <br />take property off the tax rolls for any other body. <br />Mrs. Nardi.ni aslced if a church.could run a ha1f.'-way house. Pahey <br />replied that it could be done if it were one small portion of the building. <br />Mr. Collova stated thae in reali.ty the only agency that will do anythi.ng <br />with Che Kel.logg bui.ldi.n~ cai11 be the School Distri.ct. <br />Scalze pointed out that the ordi.nance will allow the City to put i.n <br />a Community Center somewher.e i.f. it ever desires to do so. <br />Mr. Fahey stated that he hac! no problem with e].iminating governmental <br />a~;encies or semi-public agencies f.rom the definition.
