MINUTES <br />City Council <br />Sept. 4, 1g85 <br />1986 Budget Mr. Voto reported that based on the property valuations received <br />from the County, the City is projecting a one mill decrease in <br />property taxes for 1g86. <br />Ms. Nardini asked how the City stood on its minimum reserve require- <br />ment. Mr. Voto reported that the City's reserve is up to $538,000 <br />which is above the minimum cash flow requirement. $381,000 was the <br />figure the City had been aiming for. Voto reported that in 1985 <br />the City budgeted $62,000 for the contingency fund. The City does <br />not need to continue budgeting increases in the reserve fund. <br />Recreation Mr. Morelan presented Recreationbudget to the Council. Morelan <br />Budget reported that he is budgeting for a 5% increase for the regular <br />employees. The City Clerk reported that he used a 4% figure for <br />salary increases. <br />Mr. Fahey stated that he felt the Recreation Budget was a reasonable <br />one. <br />Mr. Morelan explained the Capital Outlay portion of his bud$et. <br />Morelan has $10,550 budgeted in this portion of the budget. <br />Mrs. Scalze pointed out that the City Clerk is recommending budgeting <br />$45,000 per year for the purchase of park property. Scalze suggested <br />that half this amount be included in the Parks Bud~et and the other <br />half in the Recreation Budget. <br />The City Clerk reported that he put the $45,000 in the Parks Budget. <br />Mr. Fahey felt it was a good idea to start building up a fund for <br />1and acquisition. <br />Mr. Blesener pointed out that the City Auditor has stated that the <br />City does not need to add to its contingency fund. Therefore, <br />Blesener suggested that the City budget $50,000 for land acquisition~ <br />Mrs. Scalze suggested that the City not spend any money on new lights <br />for the Kellogg hocky rinks as the property may be sold in the next <br />couple of years. Mr. Morelan suggested that the City could purchase <br />this portion of the Kellogg property. <br />Mr. Morelan reported that he has two snowblowers that need replacement. <br />Moreland stated that he forgot to budget money for this and suggested <br />that this be done now. The City C1erk reported that he has provided <br />$1,250 in the Machinery & Equipment portion of the budget. <br />It was the concensus of the Council that the Recreation Budget was <br />acceptable with the addition of $25,000 for land acquisition, bringing <br />the budget total to $87,424.00. <br />Page -3- <br />
