MINUTES <br />City Council <br />Sept. 4, 1985 <br />1986 Budget The Building Inspector appeared before the Council to discuss his <br />duties for 1986 and salary compensation. Mr. Nagovsky requested <br />that he become more involved in planning aspects and that he be <br />compensated accordingly. <br />Nagovsky reported that the Planner may make recommendations based on <br />the fact that something has worked in another City. Nagovsky reported <br />that cities are as different as people and felt that he was in a better <br />position to know Little Canada. <br />Nagovsky pointed out that to-date the City has paid the Planner <br />$13,000 and that figure will probably reach $20,000 by the end of <br />the year. Mr. Nagovsky felt that if he assumed more responsibility <br />in the planning area, it would save the City money. <br />Mr. Fahey asked if the Planner is being used during Monday staff hours. <br />The City Clerk reported that there are times when the Planner is utilized <br />a great deal during staff hours and times when he is not. <br />Mr. Fahey stated that he envisioned that the City was going to steer <br />as many planning duties to the Building Inspector as possible. Fahey <br />pointed out that due to the Comprehensive Plan the Planner is depended <br />upon. Fahey also fe].t that the Planning Commission depended upon the <br />Planner. <br />Fahey felt that the City still needed the Planner for some of the <br />more complex developments. However, Fahey felt that as few things <br />should be referred to the Planner as possible. <br />Mr. Nagovsky felt that he would like to revise the zoning ordinance. <br />Nagovsky felt that the ordinance could be made more clear than it <br />currently is. Nagovsky reported that in a couple of instances he <br />and the Planner have disagreed on what the ordinance says. <br />Mr. Fahey asked if Mr. Nagovsky felt capable of taking over the <br />Planner's Monday morning staff hours. Nagovsky felt that he was. <br />Fahey stated that he was concerned that the Building Inspector would <br />become overworked. Mr. Nagovsky felt that he could handle the extra <br />duties~ <br />Mr. Nagovsky also requested that he be given a salary increase that <br />will reflect the additional responsibilities. <br />Fahey felt that it would be better if the City could phase the Planner <br />out than to make a clean break. <br />Ms. Nardini stated that she feels there has been an overuse of the <br />PUD designation in the City. Nardini felt that this is where the <br />Planner comes in and that everything else is spelled out in the <br />ordinance. <br />Page -4- <br />
