MINUTF.S <br />City Council <br />Sept. 25, 1985 <br />Market Place <br />Expansion <br />Agenda <br />Item No. 6 <br />Mayor Fahey opened the public hearing on the PUD amendment for expansion <br />of the Market Placeo Mr. Fahey pointed out that the Planning Commission <br />recommended approval of [he expansion contingent on some items being <br />resolved. <br />Mr. Ed Kodet, architect on the project, appeared before the Council. <br />Kodet reported that his Lirm has met with Catherine Gadsby, representative <br />for Garden 'Perrace Apartments, and has gotten her approval on the <br />project, Kodet also reported that they have removed the proposed <br />parking from First Bank Drive as was suggested by the Ylanning <br />Commission. Kodet also reported that it has been determined that <br />rirst Banlc llrive i.s a dedicated street and they had beLieved that it <br />was not. <br />Kodet furcher. repor.ted that the road in front of the malt has been <br />widened to 32 feet. They are providing 763 parking spaces, anci Code <br />requires 713. Also, as coas su~;~ested by the Planning Commission, a <br />stop si~n has been added, A fence is also proposed for along the <br />residential property. <br />of the side of the buil.ding facing the seniorshave been taken into <br />Kodet pointed out the addition of a triangular landscaped area on the <br />side of the addition facing Garden Terrace Apartments. Also, t:he aesthetics <br />consideration wiLh brick and decorative accent added. There wi11 be <br />an entry on that side of the building which leads directl.y into a <br />court yard and the seniors will have access down to Rainbow P'oods Irom <br />that area. <br />Mr. Kodet explained that deliveries will be from the back of the building <br />with an interior delivery system to the various shops. Scalze pointed <br />out that some shops on this side of the building could chose to have <br />deliveries made through their front doors. Mr.Faegr.e, owner of the <br />center, replied that the management company would see thar. this was <br />not done. Faegre also stated that they have tried to make the buiLding <br />aestheticalLy pleasing to the senior citizens, <br />Mrs. Scalze stated that the seniors like the visibility of being able <br />to Look out into the parking Lot of the center. Under the new proposal~ <br />they would probably be looking at the roof of the new addition, <br />Mr. Kodet stated that the roof height of the addition would be approxi- <br />macely to the center o£ the second floor window. <br />Ms, Nardini asked about the back of the building. Mr. Kodet stated that <br />the problem co:ith kids gathering in this area could be taken care of <br />with security people and lighting of the area. <br />I3lesener pointed out that this is an existing pr.oblem and not one that <br />is caused by the new addition. <br />Nardini asked about the sewer line running through the property. <br />Page -7- <br />
