MINUTES <br />City Council <br />Octe 23, 1985 <br />Morrison Mr. Phillips commented that when he bought the property 10 years ago <br />Avenue there were no cattails. The Engineer stated that the water table is <br />Drainage higher this year than he has ever seen it. <br />(Cont.) <br />Mr. Phillips stated that he has had problems other years as wel1. <br />Scalze suggested that the Engineer come up with a plan that would <br />include just curb and gutter with the water flowing down the street. <br />Nardini pointed out that this would effect peoples' driveways. <br />The Engineer stated that he could do this but pointed out that the <br />street is flat. Fahey suggested that the Engineer report on the <br />cost of putting in a new street as this is one of the streets that <br />is in bad need of replacement. <br />Mr. Van Hauven asked what the Council intends to do about the 18 <br />inch hole that Frank Frattalone left at the end of the storm sewer <br />pipe. The Engineer reported that he just spoke to Mr. Frattalone <br />and he indicated that he would fill in the hole tomorrow. <br />Another resident of the area stated that she understood that the <br />pipe was buried and now it is sitting on top of the ground. The <br />neighbor asked why the pipe was put in when it wi11 do no good. <br />Mrs. Scalze commented that it was a rush job. <br />Mr. Blesener reported that the pipe was put in at the request of <br />City staff. Mr. Collova commented that he brought the issue up and <br />pointed out that it would be more economical to put the pipe in before <br />there was a home and yard in. <br />Mr. Fahey asked if the pipe was installed at the right level. The <br />Engineer replied that it was. However, the City was going to put the <br />pipe in 30 feet further but due to the peat in the area stopped. <br />Mr. Blesener asked if the pipe could be shortened up so that it did <br />not stick out of the bank. The Engineer commented that this was a <br />possibility. <br />Mr. t/an Hauven asked if the ditch goes in if the City wi11 backfill <br />his property. Van Hauven stated that unless the ditch is 8 feet <br />deep, water will not Plow past his property. <br />Ms. Nardini suggested that she would like to see a plan for the <br />whole area and asked the Engineer for more information. <br />Van Hauven commented that the neighbor's biggest irritation is that <br />the Council indicated in May that nothing further would be done <br />in the area until it was discussed with the neighbors. Then the <br />City went and put this pipe in. Also, there are no easements through <br />the backyard of Van Hauven for the drainage ditch. <br />The Engineer stated that he felt the pipe was a good idea. Eventually <br />additional drainage wi11 be needed in the area. The Engineer stated <br />that he will find out more about backfilling when he meets with the <br />Page -17- <br />
