MINOTES <br />City Council <br />Oct. 23, 19~5 <br />Morrison The Engineer explained that there is one water line in the area that <br />Ave. Drainage is a very o1d line and is made of brick. If possible, the Engineer <br />(Cont.) would like to avoid any contact with this line. The Engineer also <br /> thought that some of the line may be in pylings. <br />The Engineer further explained that he has contacted the DNR and <br />found that they have three protected watersheds in the Morrison <br />Avenue area. This means that these portions of the area cannot be <br />filled and the City may not be able to get an easement to drain these <br />areas. <br />Mrs. Scalze asked if the Kath property was one of these watershed and <br />pointed out that the City gave Mr. Kath a permit to fi11 his property. <br />The City Clerk stated that the Watershed also gave Kath a permit. <br />Mr. Fahey felt that the City should go ahead and correct the problem. <br />Mr. Carley pointed out that when the original drainage ditch was dug <br />in 1979, the Watershed was not well organized. The Engineer stated <br />that he is going to meet with the St. Pau1 Water Department next week <br />to see if something better than the siphon can be thought of. Otherwise, <br />the City is planning to enlarge both ends of the siphon. <br />Mr. Blesener asked if the siphon effect will be lost by doing this. <br />The Engineer stated that it would not. The Engineer reported that he <br />wi11 report further next week. <br />Ms: Nardini pointed out that it was the City that requested it be put <br />in the Watershed. <br />Mr. Roger Phillips commented that the Engineer is talking about putting <br />everything in the street and dumping the water in the back. Phillips <br />pointed out that there is no ditch in the back. The Engineer stated <br />that in this area the streets are high and the back yards are 1ow. The <br />Engineer commented that no matter what is done, the residents wi11 not <br />be able to avoid water in back yards. <br />Mr. Van Hauven commented that water flows down the street and to the end. <br />The Engineer commented that if this continued, there still would not <br />be dry backyards. Van Hauven stated that they did not want the street <br />water in their backyards. <br />The Engineer pointed out that a 1ot of people in the area have been <br />filling and this fill has pushed into the ditch. <br />Mr. Fahey commented that the neighbors disagree with the Engineer as <br />to where the water in the area goes. Fahey suggested that the Engineer <br />address this. <br />Mr. Blesener stated that there must be a reason that the DNR has <br />designated this area as a wetland. <br />Page -16- <br />
