MINUTES <br />City Council <br />Oct. 23, 1985 <br />Planner & The Planner submitted to the Council a summary of his billings for the <br />Building last year and three quarters. He explained this report and pointed out <br />Inspector that the majority of the billings are pass-through items. <br />(Cont.) <br /> The Planner fel.t there was a need for improved coordination and <br /> comm unication in the City. <br />Mr. Bl.esener commented that at this point in time he felt more <br />comfortable with the complete reports that the Council receives <br />from the Planner. Blesener was not very comfortable with the report <br />that was received from the Building Inspector. Blesener felt that <br />a report from the Planner and the Building Inspector should inform <br />the Council how the development varies from the ordinance that then <br />it is a Counc_i.l decision if a variance will be granted. This <br />information should not be deleted from a report. <br />Mr. Fahey felt that a lot of the Planner's report is a checklist. <br />However, the reports are helpful and necessary. Fahey stated that <br />he was concerned about the quality of the Building Inspector's reports <br />but felt that by the end of the year the Council wi11 have received <br />some more work product on which a decision can be made. <br />Fahey stated that perhaps conditional use permits are too technical <br />for the Building Inspector to take over at this time. However, he did <br />not want to rule the Building Inspector out as not being capable. <br />Ms. Nardini commented that when she passes on an item, she likes to be <br />able to refer to the Planner's report and feels confident in doing so. <br />Nardini felt that perhaps the Building Inspector could achieve this <br />level of work in time. However, Nardini stated that she would like <br />to see the Planner stay on board for a period of time and the Building <br />Inspector handling residential development. <br />Mr. Fahey stated that there are a lot of uncertainties that should be <br />cleared up in the ordinance and Fahey felt that this could be done by <br />the in-house staff in order to save money for the City. <br />The Pl.anner stated that he had no problem with the Building Inspector <br />reviewing the ordinance. However, if there is a problem with the <br />interpretation of somethi.ng, all it takes is a phone call to try to <br />resolve the question. <br />Mr. Collova stated that he would I.ike to see the ordinance simplified. <br />However, it will not be possible to draw up an iron clad zoning code. <br />If everything were set in concrete, there would be no need for the <br />Council. Collova also stated that he would like to see the Pl.anner <br />stay on and li.ked the Pl.anner's reports. <br />Mr. Blesener stated that the Council needs information in order to make <br />a good decisi.on. <br />Page -1.9- <br />
