MINUTES <br />Ci.ty Council <br />Oct. 23, 1985 <br />Planner & The Planner pointed out that he has been associated with the City since <br />Buildi.ng 1977 and that he reviews every report that goes out regarding the City. <br />Inspector Therefore, his office has maintained consistency over the years. <br />(Cont.) <br /> Sca].ze fel.t that the Council's job is tough and that the Council shoui.d <br /> not have to act as Planner as well. Scalze pointed out that the City <br /> is developing at a very rapid pace. <br />Fahey suggested that there are a lot of areas that the Planner can be <br />handling. Fahey did not Feel it was fair to judge an individual on one <br />report. <br />Fahey also suggested that the Building Inspector work with the Planning <br />Commission can revising the Zoning Code to develop a more workable <br />ordinance. <br />Mr. Blesener stated that he was comfortable with the Building Inspector <br />handling residential lot splits, residential conditional use permits, <br />and residential variances. Fahey suggested that large residential <br />plats should be on a referral. basis. <br />The Pl.anner commented that currently City staff was not acting as a <br />team and that is the problem. <br />Blesener felt that down the road the Building Inspector may get more <br />deeper involved in planning. <br />Fahey stated that he was agreeable to the Building Inspector handling <br />residenti.al variances, conditional use permits and lot splits. <br />The Building Inspector asked what the Council wanted to do with plat <br />reviews when the plat met all Codes. The Council felt that the Building <br />Inspector should continue to handle these plats. <br />The Planner requested that he be copied with correspondence. The Planner <br />also agreed that these pl.ats should stay with the Building Inspector if <br />there is no variance or conditional use permit involved. The Building <br />Inspector reported that he will forward such plats that have variances <br />or conditional use permits involved to the Planner. <br />Nardini pointed out that these plats also come to the Council for <br />approval. <br />The Building Inspector reported that he will write a report on every <br />commercial plat he receives and forward the report to the Council. <br />The Building Inspector also pointed out that most commercial plats <br />have driveways greater than 24 feet wide. The Planner stated that there <br />is a safety feature to the 24 foot wide driveway as if there is too wide <br />a driveway people tend to pull toward the center of the driveway. The <br />Planner a].so pointed out that the ordinance allows for the expansion of <br />the driveway upon the approval of the City Engineer. <br />Page -20- <br />
