MINUTES City Council Nov. 13, 1985 Fasciana The City has received a request from Gene Fasciana for a land fill Land Fill permit for his property on County Road C. Permit The Clerk reported that the Army Corps of Fngineers has no objection Agenda to issuance of the permit. The DNR has indicated orally that they Item No. 7 do not object to the permit, and the Clerk has requested that they send this approval in writing. The Clerk further reported that the Watershed would not be involved in this case as the property is less than an acre. The Clerk informed the Council that there is a culvert on the property and the water flows down Park Street, County Road C and into Round Lake. The Engineer stated that he has no problem with the filling,but would like to personally look at the property. The Engineer reported that it may take two weeks to get a letter from the DPlR, but a two week delay will be alright with Mr. Fasciana. The Clerk commented that when someone builds a house on this lot, the Building Inspector should require a soil test. Fahey suggested that this be noted on the fill permit. Mr. Frank Frattalone commented that soil tests are very expensive and suggested that when a basement is dug, that the Engineer inspect the bottom of the hole. Frattalone felt that this would be a more accurate test anyway than drilling a couple of holes for soil tests. Fahey pointed out that the Building Inspector would be looking at the bottom of the hole when he makes a footings inspection. Fahey also suggested that the City records reflect that this property has been filled. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTIOPI N0. 85-11-438 - APPROVING THE GENE FASCIANA LAND FILL PERMIT FOR HIS PROPERTY ON COUNTY ROAD C CONTINGENT UPON APPROVAL OF TNE CITY ENGINEER IN WRITING AP1D RECEIPT OF WRITTEN APPROVAL FROM THE DNR The foregoing resolution was duly seconded by Mr. Collova. Ayes (5) Blesener, Collova, Scalze, Nardini, Fahey. ~iayes (0). Resolution declared adopted. This resolution appears in Resolution 6ook No. 12, Page 566. Water The Engineer passed out a feasibility report on the improvement of Improvement Keller Parkway by watermain.
