MINUTES <br />City Council <br />Nov. 13, 1985 <br />Cardinal/ Mrs. ldinters indicated that they do not intend to sell their properties <br />Rutzick for a long time. <br />Proposal <br />(Cont.) <br />Blesener indicated that he wants the Winters to understand. that they <br /> do not have to sell any property to P4r. Rutzick if they do not want to. <br /> Fahey indicated. that the Council may be agreeable to rezoning the <br /> Winter property if they provide a 100 foot buffer as Mr. Rutzick is <br /> providing. <br /> P9r. Milo Wolf asked for the width of the buffer. Fahey explained that <br /> the buffer would be 100 feet wide, 75 feet of which would be natural <br /> and up to 25 feet adjacent to the building could be groomed with plantings. <br /> Mr. t~lolf asked what security the City would provide Iona Lane as he felt <br /> that Iona Lane ~HOUId be losing its privacy and that the woods would be <br /> attracting people. Fahey felt that a fence ~~iould take away from the natural beauty <br /> of the area, but felt that if a problem arose, a fence could be required. <br />Mr. Ted Ber~strom suggested that the apartments be designated for <br />senior citizens. Mrs. Scalze agreed and stated that there is a need <br />for this type of housing. Mr. Sherman Rutzick replied that he looked <br />into this possibility and that there is no financing available nor any <br />interest for the housing. Jim Rutzick indicated that they did narket <br />studies on this possibility. <br />Mr. Sherma.n Rutzick pointed out that Roseville has a big project of this <br />type going up. <br />Scalze stated that there is a need for senior housing for those that <br />do not qualify to get into the subsidized housing. Scalze indicated <br />that there are many of these seniors in Little Canada who are interested <br />in this housing and do not want to leave the area. <br />Scalze felt that if the City has to have more multiple units, they <br />should be filling a need that exists in the City. Scalze felt that <br />the need lies with the senior ~vho do not qualify for Section £3 housing. <br />Fahey stated that he felt that the apartment buildings were a reduced <br />use of the property given its commercial zoning. <br />Mr. Bergstrom expressed concern tha.t the 6Jinter property ~as involved <br />in the proposal. Fahey reported that this was suggested due to the <br />problem that exists on the south of Iona Lane with the Steneroden <br />property. Fahey felt that in the long run the Iona Lane people would <br />be happier with this buffer zone than ending up with mini-storage or <br />something else on the property. <br />Page -7- <br />
