MINUTES <br />City Council <br />Nov. 13, 1985 <br />Card.inal/ Bergstrom stated that he hoped the City would consider senior housing <br />Rutzick as the City is overpopulated with apartments and there is not enough <br />Proposal senior housing. <br />(Cont.) <br /> Mr. Sherman Rutzick stated that if the City guaranteed that the apartments <br /> would be filled, they would do it. Fahey indicated that the City would <br /> be willing to assist Mr. Rutzick in terms of pursuing a grant program <br /> to put a senior building in. <br /> Ms. Mardini pointed out that seniors who have too much money for <br /> subsidized housing could rent Mr. Rutzick's apartments. <br /> Rutzick agreed that if the seniors had too much money for subsidized <br /> housing they would pay the going rate. <br /> Fahey suggested that one of the buildings b2 designated for senior <br /> citizens and also contain a congregate dining program. Rutzick replied <br /> that if the City approves his proposal, they would be willing to work <br /> with the City on these suggestions. <br /> Fahey also suggested that if one of the buildings is designated for <br /> senior citizens, it be the one facing Iona Lane. <br /> Mr. Grittman reported that there is a firm doing a market study on this <br /> type of housing in this area and he would give the name of the firm to <br /> Mr. Rutzick. <br />Fahey suggested that the Planner work with Rutzick on this and also <br />indicated that he was not against the City looking for grants or market <br />studies on this topic. <br />Mr. Gregory asked who i,~ould control the buffer zone. Mr. Fahey replied <br />that it Hiould be controled under the PUD Agreement and would be c!esignated <br />on the plan as open space. The Attorney would ensure that the City a~as <br />adequately protected that this would be covered in the PUD Agreement. <br />Mrs. Scalze pointed out that PUD Agreements can be amended. Fahey <br />stated that this would be put in the PUD and as far as this Council <br />is concerned that would be the use of that area. <br />The owner of Boat & Motor Mart stated that the businesses in the area <br />would prefer that the apartments not be designated for senior citiz~ns <br />as they will not patronize the businesses in the area. Fahey replied <br />that sometimes the needs of the business community must be secondary <br />to those of the community. <br />Boat ~ P1otor Mart also indicated that noise levels from his business <br />might bother a senior citizen who is home all day versus someone who <br />is at work during the day. Fahey felt that the City would worry about <br />this concern if it finds that designation of a senior building is <br />feasible. <br />Page -8- <br />
