MINUTES <br />City Council <br />Nov. 26, 1985 <br />Ballfields Blesener stated that the property is low land and it is questionable <br />(Cont.) if the property could be developed for housing. The park property <br />would be down in the hollow and would be shielded from the residences. <br />Mr. Collova stated that he could foresee a trail system around the <br />ballfields connecting to Spooner Park. Collova stated that he liked <br />the idea. <br />Mrs. Broecker asked if snowmobiles would be allowed in the park. Fahey <br />doubted this very much. <br />Nardini stated that the area will remain a water retention area if the <br />ballfields were developed rather than having the impervious surfaces <br />of roofs and driveways. Nardini stated that she was pleased from this <br />standpoint. <br />Scalze pointed out that the City previously held a public hearing on <br />ballfields and there were a number of comments about using industrial <br />property for ballfields. However, a need was expressed for ballfields. <br />Scalze felt that the Johnson and Mosted properties would be difficult <br />to utilize for another type of development and this is the type of property <br />that citizens felt that the City should be looking at for development of <br />ballfields. <br />Mr. Fahey informed the audience that however the property develops, <br />the City will be looking for citizen input as far as screening and <br />fencing. <br />Nardini stated that there will be another public hearing when the rezoning <br />of the property is considered. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 85-11-551 - AUTHORIZING THE CITY <br />ATTORNEY TO FINALIZE CONTRACTURAL NEGOTIATIONS <br />FOR TNE PUP.CHASE OF THE JOHNSON AND MOSTED PROPERTIES <br />FOR DEVELOPMENT AS A CITY PARK AREA <br />The foregoing resolution was duly seconded by Ms. Nardini. <br />Ayes (5) Fahey, Nardini, Scalze, Blesener, Collova. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 12, Page 580. <br />Mr. Tulgren urged the Council that should ballfields go in on this <br />property that the Council does it right and ensures a nice development. <br />Kellogg questioned what the City was doing and stated that she would like <br />to see the purchase price of the property and what other developers have <br />offered for the property. Kellogg stated that she hoped the City bought <br />the property and then could do nothing with it. <br />Page -9- <br />
