MINUTES <br />City Council <br />Dec. 30, 1985 <br />Rutzick Mrs. Scalze asked if the Council defined the boundary of the Winter <br />Development property. Blesener replied that the boundary was set at 384 feet off <br />(Cont.) Rice Street, or the same boundary as the Boat and Motor P1art property. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 85-12-594 - APPRi <br />THE WINTER PROPERTY DIVISION AS <br />DISCUSSED AT THE PUBLIC HEARING <br />11, 1985 IN ACCORDANCE WITH THE <br />HEARING HELD THAT SAME DATE AND <br />THE COMBINATION OF THE EASTERLY <br />OF THE WINTER PROPERTY WITH THE <br />)VING <br />PREVIOUSLY <br />ON DECEMBER <br />REZONING <br />APPROVING <br />PORTION <br />RUTZICK PUD <br />The foregoing resolution was duly seconded by Ms. Nardini. <br />Ayes (5) Fahey, Nardini, Scalze, Collova, Blesener. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 12, Page 647. <br />Keenan then requested the Council to approve the final resolution for <br />industrial revenue bonds for the Cedar Lakeside Project. <br />Fahey asked if Council concerns about senior citizen housing had been <br />addressed. <br />Mr. 6Jallace Johnson replied that the Council wanted. this item addressed <br />in the loan agreement. However, the housin~ study has not been <br />completed. <br />Scalze asked if the Council would be able to review the loan agreement. <br />P9r. Keenan replied that these papers would be signed tor.iorrow morning <br />and he just has signature pages for the Mayor and City Clerk to sign <br />this evening. <br />Mr. Johnson reported that Drew Kintzinger of Briggs & Pqorgan was of <br />the impression that the loan agreement should contain the re~uirement <br />of 25% of apartment units to be reserved for senior citizen housing. <br />Johnson stated that this was not his imprr_ssion of what he thought <br />the Council wanted at the last Council meeting. Johnson stated that <br />he was of the impression that the Council wanted the market study done <br />and then the issue of how senior citizen housing would be addressed <br />would be decided. Johnson requested that the senior citizen ho~ising <br />question be made part of the PUD agreement. <br />Mr. Fahey agreed that the Council wanted assurance that if the mark~t <br />study indicated the need for senior citizen housing, up to 25% of the <br />units would be set aside for this housing. <br />Page -2- <br />
