MINUTES <br />City Council <br />April 23, 1986 <br />Dukowitz The foregoing resolution was duly seconded by Ms. Nardini. <br />Variance Ayes (5) Fahey, Nardini, ~lesener, Collova, Scalze. <br />(Cont.) Nayes (~). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 13, Page 154. <br />Sophie/ P4r. Fahey opened the public hearing on the preliminary plat of the <br />Peterson Sophie/Peterson property. Fahey described the location of the <br />Plat property. Fahey also pointed out the recommendation of the Park <br />Commission with regard to park dedication. <br />Agenda <br />ilem ~lo. 7 Mr. Fahey indicated that the Planning Commission has recommended in <br />favor of the development with the park dedication as proposed by the <br />Park Commission. The Public Works Department has recommended that <br />the road go through to County Road D and not end in a cul-de-sac <br />at the park property. <br />Mrs. Scalze reported that she met with the City Clerk and Loss Control <br />Manager for the City. The Loss Control Manager did not see a problem <br />with the park proposal under the power lines. However, he recommended <br />that the ballfield be situation so balls hit on the field would not <br />hit the power 1ines. Also, spectator stands should not be located <br />under the power lines. The Loss Control Manager indicated that <br />the amount of liability in the park would be the same as in any <br />other City park. <br />Marcel Eibensteiner indicated that he is purchasing the Sophie <br />property and would be the developer of this portion of the property. <br />Eibensteiner pointed out that Messrs. Peterson and Sophie are <br />agreeable to bringing the road to La~ore Road as the Council <br />previously indicated was their desire. There are no variances <br />being requested and the developers are agreeable to the request <br />of the Park Commission as regards park dedication. Eibensteiner <br />stated that he did not know if the improvements would be put in <br />privately or if the City would be requested to put them in. <br />Mrs. Scalze pointed out that there are no power poles located in <br />the area that would be dedicated for park. <br />Scalze agreed that this is not an ideal site for a park and <br />reported that the Public Works Superintendent is not happy with <br />it and the Director of Transportation for the Roseville School <br />District is not happy with the cul-de-sac. <br />Eibensteiner reported that he and Messrs. Sophie and Peterson are <br />pleased with the proposed plat. <br />Scalze stated that the Park Commission does not feel this is an <br />ideal site for a park, however, there will be up to 400 new homes <br />Page -6- <br />
