MINUTES <br />City Council <br />April 23, 1986 <br />Sophie/ in the area and a neighborhood park is needed. Also, the property <br />Peterson will allow the trail system to be continued. <br />Plat <br />(Cont.) Mr. Eibensteiner reported that at the end of the cul-de-sac there <br /> will be a 10 foot walkway easement bordered by a chain-link fence <br /> on each side for access to the park. <br /> Scalze fe1t that the easement should be blacktopped. <br /> Steven Nyland, 2976 Greenbrier, asked what the City plans to do <br /> with Allen Avenue and if it is extended to Greenbrier, who will <br /> pay for it. <br /> Mr. Fahey reported that the developer will pay for the portion of <br /> Allen Avenue in his plat. Fahey stated that if Lots 15 and 1 <br /> abutting Greenbrier benefit by Allen Avenue going through, they <br /> will be assessed. <br /> The Engineer felt that if Al1en Avenue went through, Lots 1 and 15 <br /> could be split and, therefore, would be assessed for 100 feet of <br /> improvement. The remaining cost of Allen Avenue in this section, <br /> would probably be picked up by the developer. <br /> Mr. Hyland indicated that he and his neighbors feel that the <br /> street in the Sophie/Peterson plat should go through to County <br /> Road D and not end in a cul-de-sac. <br />Mrs. Phyllis Smith, 716 LaBore Road, pointed out that if the <br />street goes through to LaBore, it will line up across from her <br />home. Smith felt that her property would be devalued if the <br />street went through. <br />P4rs. Scalze pointed out that the property owners on Payne Avenue <br />and Greenbrier requested that the street go through otherwise <br />they would get the traffic from the street through their neighborhoods. <br />Scalze also pointed out that when Allen Avenue goes through it <br />will be directly across from a house and that property owner is <br />not happy about it either. <br />Nardini pointed out that City Code prohibits cul-de-sacs in excess <br />of 500 feet. <br />Fahey pointed out that not everyone will be happy no matter <br />how the area develops. Fahey stated that the Council must try <br />to consider the good ~or the greater numbers. <br />Fahey indicated that if the City can set the road grade in any <br />way to minimize the effect on Mrs. Smith's house, it will do so. <br />Roger Glanzer, Public Works Superintendent, reported that he is <br />against the street ending in a cul-de-sac for maintenance purposes. <br />Page -7- <br />
