MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />P9ay 13, 1986 <br />Pursuant to due call and notice thereof a special meeting of the <br />Council of the City of Little Canada, Minnesota was held on the <br />13th day of May, 1986 at the Little Canada Elementary School <br />located on Eli Road. <br /> Mayor Michael Fahey chaired the meeting and called it to order at <br /> 7:00 P.M. and the following members were present at roll call. <br /> MEMBERS PRESENT: Mayor Mr. Michael Fahey <br /> Councilman Mr. William Blesener <br /> Councilman Mr. Rick Collova <br /> Councilwoman M11s. Mugs Nardini <br /> Councilwoman Mrs. Beverly Scalze <br /> ALSO PRESENT: City Clerk Mr. Joseph Chlebeck <br /> Consulting Engineer Mr. Donald Carley <br /> City Attorney Mr. Thomas Sweeney <br /> City Auditor Mr. Robert Voto <br /> Bond Consultant Mr. Brad Farnham <br /> Recording Secretary Mrs. Kathleen Glanzer <br />Drainage Mayor Fahey began the special meeting by giving the chronological <br />District details that lead up to tonight's special meeting. Fahey reported <br />Projects that in September of 1984 the City experi enced a 100-year rain which <br />Public lead to flooding in various areas of the City andcomplaints from <br />Hearing residents. One of these areas involved a County culvert and ditch <br /> system, and the City made no progress wit h the County in getting <br /> the problem resolved. <br />In November of 1984 the Council authorized the City Attorney to <br />prepare an ordinance setting the City in one drainage district. <br />In February of 1985 the City received a report from the City Engineer <br />which showed that 85% of the City drains into Lake Gervais. Then <br />on March 13 the City called a special meeting for May l, 1985 to <br />discuss the City-wide drainage district proposal. At that meeting <br />a public hearing was called for May 22, 1985 to establish the district <br />and on June 26, 1985 another pualic hearing was held at which comments <br />from the public were received and the ordinance was adopted which <br />established the City as one drainage district. <br />Fahey stated that the purpose of tonight's meeting was not to debate <br />whether or not the City would be set up in one drainage district, but <br />rather to discuss the various projects proposed by the City Engineer <br />and how the City will pay for them. <br />Fahey reported that the projects include some long-range planning <br />and that the City does not intend to put storm sewer down everyone's <br />street. The City is considering its long-range needs. <br />Page -1- <br />
