MINUTES <br />City Council <br />May 13, 1986 <br />Fahey further reported that the City will not be assessing for any <br />storm sewer improvements, but the costs of the improvements wi11 be <br />put on general taxes. However, if some of the improvements include <br />curb and gutter or street overlay, these portions of the improvements <br />will be assessed. <br />Fahey reported that the City has reached the point where tax levies <br />for improvements are going down and will continue to do so. Therefore, <br />the City is projecting no tax impact on the individual taxpayers from <br />the proposed improvements. The mill rate is going down on other <br />improvements, so the cost of these improvements will be absorbed in <br />the current mill rate. <br />At this point in the meeting, the Engineer reported that the improvements <br />proposed constitute a 3-to-5 year plan for the City. The proposed <br />improvements include storm sewer only in some instances, storm sewer <br />with street improvements, storm sewer with watermain and sanitary <br />sewer improvement, and ponding. However, on1y the storm sewer <br />improvements are being considered at tonight's public hearing and <br />additional public hearings will be held for street improvements as <br />well as watermain and sanitary sewer improvements. <br />The Engineer reported that Gervais Lake is the lowest point in the <br />City and 85% of the City's run-off goes into the lake. About 95% <br />of the City's run-off eventually ends up on Gervais Lake. ~ <br />The Engineer reported that the southwest corner of the City does not run <br />into the lake, but goes into ponds. This drainage may some day be <br />pumped into another system, which eventually will end up in Gervais Lake. <br />The Engineer reported that the City is not considering minor drainage <br />problems tonight, but rather larger ones. The Engineer also reported <br />that in the past the City has never assessed for storm sewer improve- <br />ments and larger improvements were paid for by the City in conjunction <br />with various organizations through agreements. The Engineer outlined <br />some of these. <br />Mr. Fahey reported that the projects that the Engineer will outline <br />for consideration tonight have been prioritized. <br />The first project for consideration is in the area of McP~enemy where <br />the St. Paul Water Works crosses McMenemy. This is a Priority 1 project. <br />The next project is Morrison Avenue and a siphon from Demont to the <br />South end. This is also Priority l. <br />There was question from the audience about running storm sewer the <br />entire length of the street, and also about the addition of water <br />to the drainage easement in the back of some of the properties in <br />the area. The Engineer did not feel much water would be added to <br />the easement, but reported that this would be considered. Also, <br />it is necessary to run the storm sewer as proposed, as it is not <br />recommended that water be run across intersections. <br />Page -2- <br />
