MINUTES <br />City Council <br />May 13, 1986 <br />from the Centerville Road industrial area over to Gervais Lake. <br />The Engineer reported that the project as proposed follows the natural <br />drainage. In order to do what Mr. Stenger proposed, the City would <br />need a very large storm sewer and it would have to be about 40 feet <br />deep, <br />Stenger pointed out the problem with standing water in the area of the <br />trailer park. <br />The Engineer pointed out that when the Centerville Road area develops, <br />there will be two holding ponds in the area. <br />The Engineer also stated that if the Watershed has control of Ditch 16, <br />it will make the necessary improvements to the ditch and this will <br />help the situation as well. <br />The next, and last two projects, are categorized as priority 4: <br />Vanderbie Street from Allen to County Road D; and Desoto Street from <br />Allen Avenue to County Road D. <br />A member of the audience was concerned that the level of Gervais continues <br />to fluctuate. He was also concerned about the quality of water coming <br />into the lake. <br />The Engineer felt that the quality of water would be improved by ponding. <br />However, the level of the lake is controlled by the overflow on Lake <br />Phalen. <br />Mr. Van Norman asked if the storm sewer could not be tied into the <br />large sewer recently installed on County Road B-2. The Engineer <br />replied that the County Road B-2 sewer was a sanitary sewer and storm <br />sewer cannot be tied into it. <br />A member of the audience asked how many lots or parcels there were <br />in Little Canada. The City Clerk replied that there were 2,625. <br />Mr. Blesener reported that there was an article in the newspaper which <br />stated that the DNR will be looking at the Phalen chain of lakes and <br />the possibility of cleaning up these lakes. Blesener felt that this <br />grouped together with the Watershed taking over Ditch 16 should help. <br />A member of the audience asked if this was the last public input that <br />the Council would receive on the proposed improvements. <br />Mr. Fahey pointed out that many of the improvements include street <br />overlaying and watermain and sanitary sewer. Additional public <br />hearings will be held for these improvements. Fahey pointed out <br />that the Council has already made the decision to put the City into <br />one drainage district, but tonight the Council is considering the <br />various projects proposed by the Engineer.
