MINUTES <br />City Council <br />May 14, 1986 <br />Bingo Fahey disagreed and pointed out that the additional traffic on Rice <br />(Cont.) Street will impact on businesses in the City. <br />Scalze pointed out that at the Planning Commission it was indicated <br />that if this bingo operation were successful, Front Avenue Senior <br />Boosters would pull out of their bingo operation at Ideal Hall <br />and St. Joseph's Society would pull out of the North End Improvement <br />Club. <br />Scalze questioned Mr. Finnerty's appointment as secretary of the <br />Board of Directors. <br />Finnerty replied that he is secretary of the group governing the <br />maintenance of the operation, and his position has nothing to do <br />with gambling. <br />Scalze questioned if Mr. Finnerty's involvement could be construed <br />as a conflict of interest as Mr. Finnerty's income is derived from <br />the sale of gambling equipment. <br />The City Attorney pointed out that the Council only has+the authority <br />to disapprove a license, and licenses issued are policed and managed <br />by the State Gambling Board. The Attorney reported that Mr. Finnerty <br />has been very candid as to his relations to the organization. The <br />Attorney stated that he had trouble coming up with a situation where <br />there would be a conflict. The conflict might arise between Finnerty <br />and the charitable group. <br />Scalze asked if it were legal for the charities to give the City <br />20% of their profits under the State Gambling Law. <br />The Attorney replied that he would have to research this. <br />Nardini pointed out that the City received contributions from <br />Servants of Mary that it was allowed to accept. <br />Mr. Bill Quirin stated that the money could be donated towards a <br />valid service within the City and not just the City's general fund. <br />Massman stated that State Law says that charities can give money <br />toward park, playground, youth activities, etc. <br />Sweeney reported that the law says that money can be contributed <br />towards lessening the burdens borne by government. However, he <br />will research the matter further. <br />Collova asked for a clarification of the law change effective <br />June 1 in this area. <br />Finnerty reported that as of June 1 the city can charge an investi- <br />Page -13- <br />
