MINUTES <br />City Council <br />May 14, 1986 <br />Bingo gation fee on gambling license applications. <br />(Cont.) <br />The City Attorney pointed out that the charities might agree to <br />pay this fee anyway. <br />Finnerty further explained that the State is also allowing the <br />City to issue a class of licenses for raffles, exempt games of <br />binqo, etc. Another change in the law is that distributers of <br />bingo supplies will have to carry identification cards and be <br />licensed by the State. July 1, out-of-state distributers will <br />also have to be licensed. <br />Fahey suggested that the City Attorney research the changes ir <br />the law and determine if there is any advantage to the City <br />waiting until after June 1 to act on this license application. <br />Scalze reported that for the record the following charties are <br />involved in the proposed bingo venture: <br />St. Joseph's Society; <br />Servants of Mary; <br />Ramsey County Humane 5ociety; <br />Minnesota Registry of the Interpreters of Che Deaf; <br />North Suburban Developmental Achievement Center; <br />Lions Club of Little Canada; <br />Front Avenue Sr. Boosters Club; <br />and possibly the SUburban Area Chamber of Commerce. <br />Scalze reported that the Planning Commission recently discussed <br />problems that the Front Avenue Senior Boosters are having with <br />the licensing inspector in the City of St. Paul. Scalze asked <br />why after that meeting with the Planning Commission did Mike <br />DeCarlo resign as president of the Board of Officers of the <br />charities. <br />Mr. Finnerty reported that after the Planning Commission meeting <br />P9r. DeCarlo felt that his presence on the Board might hurt the <br />chances of the charities for getting approval of their license <br />application. P~r. Finnerty read a letter of resignation that Mr. <br />DeCarlo submitted to him. DeCar1o indicated in his letter that <br />any statements made in newspaper articles regarding Front Avenue <br />Senior Boosters were either misleading or false and felt that once <br />an audit is made, this would be proven. DeCarlo indicated that <br />at that time he would be willing to again donate his services to <br />the organization. <br />Mrs. Scalze asked if Jim Adams was a member of the Boosters. <br />Gary Hegner, president of Front Avenue Senior Boosters, replied <br />that Mr. Adams is not a member of the group. <br />Scalze asked who Mr. Adams is. <br />Page -14- <br />
