MIPIUTES <br />City Council <br />June 25, 19H6 <br />P4orrison <br />Avenue <br />Drainage <br />Agenda <br />Item No. 12a <br />The City Engineer reported that he looked at the Morrison Avenue <br />culvert and recommends that a s~~rvey of the area be done to establish <br />grades in the area. The Engineer pointed out that there is a lot of <br />filling being done in the area and a grade should be estahlished at <br />the back lot lines of the i4orrison Avenue proper'ties. <br />T'ne Engineer further suggested that 20 feet of the culvert between <br />the Van Hooven and Freunduhet properties be removed and a bituminous <br />swa1e be extended from the end of the pipe to the back lot lines. <br />The Engineer pointed out that there are 20 acres of property draining <br />into this area and there is no way to ~eep the water out. <br />Van Hooven asi<ed vahy the .F.n~ineer was si~qo,estina to pi-it the Ura4:er from <br />the east side of P~orrison into his backyard. <br />The Engineer reported that the original plan avas to put the water <br />in this area, biat the City anticipated trouble getting the necessary <br />easements. Therefore, the current recommendation is to nut storm <br />se~ver down the street. <br />Van I~ooven questioned ~~'ny the culvert next to his property d~as <br />necessary if storm sewer ~vas planned for the street. <br />The Engineer pointed out that the culvert was put in vahile ~iie <br />Freunduhet home was being built. ~lso the culvert will a11ow <br />the size of the storm sewer to be reduced. <br />Van Hooven as!ced 4vhen a grade is established for the area, if the <br />property owners Gdould have to fi11 to that grade. <br />The Engineer replied that they saould not, but they could not fill <br />above that grade. <br />Van Nooven asked if there would be standing ~.vater in his backyard. <br />7he Engineer rep1ied that the siphon at the south end would be <br />opened up. <br />Scalze pointed out that the ditch would have to be three feet deep <br />in this area since the ~reunduhet property is two feet above the <br />Van flooven property. <br />Anne Freunduhet stated that she a~ould not v~ant a paved swale <br />along her property. <br />Van Nooven soas also opposed to the stidale and pointed out that <br />the culvert has created a two foot hump along his property line. <br />Scalze stated that she felt the solution ~~aas to rernove the culvert. <br />Page -4- <br />
