MINUTES <br />City Council <br />July 23, 1986 <br />Rehabili- Mrs. Scalze pointed out that in the Planner's report of July 8 <br />tation he states that since such a center is to create an environment <br />Centers that resembles real job conditions, that it would benefit the <br />(Cont.) facility to be located in commercial and light industrial areas. <br />For that reason, Scalze suggested that the text be amended to <br />permit such centers in B-3, B-W and Light Industrial areas and <br />that at this point Public ~ stricts be omitted. <br />Mr. Blesener felt that such a facility works we11 in a Public <br />District such as the community centers at Fairview and Falcon <br />Heights. Blesener stated that he would like to deal with the <br />issue of the PublicDistrict at a later date. <br />Scalze agreed. <br />Fahey was agreeable to deleting Public District at this time, for <br />further consideration later. <br />Scalze asked the size of the facility the North Suburban DFlC is <br />planning. <br />Phil Saari, Executive Director for the North Suburban DAC, reported <br />that they will be leasing 9,000 square feet and currently serve <br />85 clients. However, they have grown at the rate of about 5 <br />clients per year for the past several years and are requesting <br />a maximum of 120 clients. The facility could hold 200 people. <br />Scalze felt that the number of clients should be limited in the <br />text amendment for public safety reasons, and felt that a cap of 120 <br />should be placed in the text amendment. <br />Saari stated that that was acceptable to him as long as he felt he <br />could approach the Council in four or five years for reconsideration <br />of that cap. <br />Blesener stated that he would be open to this as long as other <br />concerns of the Council were resolved. Scalze agreed. <br />The Planner stated that Item 7 could be added to the proposed <br />text amendment placing a cap of 120 on the number of people in <br />such a facility. <br />There was no one from the public wishing to comment on this text <br />amendment. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 85-7-327 - CLOSING THE <br />PUBLIC HEARING ON CONSIDERATION OF <br />AMENDING THE ZONING CODE TO ADD REHABILITATION <br />CENTERS AS A CONDITIONAL USE PERMIT IN B-W, <br />B-3, AND PUQLIC DISTRICTS <br />Page -5- <br />
