RESOLUTIONS <br />City Council <br />July 23, 1986 <br />Bids (Cont.) The foregoing resolution was duly seconded by Ms. Nardini. <br />Ayes (5) Blesener, Collova, Nardini, Fahey, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 15, Page 383. <br />Imp. No. Mr. Fahey reported that due to an error in the Hearing Notice, the <br />86-15 public hearing on Improvement No. 86-15, Sylvan Street, would not be <br />Sylvan Street held tonight and is rescheduled for the August 13, 1986 Council <br />meeting. <br />Agenda <br />Item No. 6 However, Terry McTeague requested that he be allowed to address the <br />Council on this subject as he will be out of town on August 13. <br />Mr. McTeague reported that he has property fronting on Sylvan Street <br />but questioned whether or not he would be assessed as he felt the <br />property was not buildable as it was only 72 feet wide and has a <br />shed located on it. <br />Fahey reported that in determining which properties would be assessed, <br />the Engineer would determine if the property could be combined with <br />adjoining properties in order to get a buildable lot. If this is <br />the case, the property would be assessed. <br />McTeague also asked what percentage of the property owners would <br />have to be in favor of the improvement before the Council would order <br />it. <br />Council replied that there is no hard and fast rule, however, if <br />the majority of property owners are in favor that would be considered, <br />as well as cost of the improvement. <br />Blesener pointed out that it only takes 35% of the property owners <br />affected to petition for an improvement. <br />Text Mr. Fahey opened the public hearing on consideration of amending <br />Amendment the Zoning Code to add rehabilitation centers as a conditional use <br />Rehabili- permit in D-W, B-3 and Public Districts. <br />tation <br />Centers Fahey pointed out that the Developmental Achievement Center is <br />requesting to operate a rehabilitation center in the old Northwestern <br />Agenda Bell Telephone Building on Rice Street. This facility would have <br />Item No. 7 85 mentally-handicapped adults over the age of 21. <br />Fahey pointed out that the Planning Commission voted in favor of <br />the text amendment as well as the request of the North Suburban <br />Developmental Achievement Center. <br />Page -4- <br />
