MINUTES <br />City Council <br />July 23, 1986 <br />Rehabili- The foregoing resolution was duly seconded by Mr. Blesener. <br />tation Ayes (5) Nardini, Blesener, Collova, Fahey, Scalze. <br />Center Nays (0). <br />(Cont.) Resolution declared adopted. <br /> This resolution appears in Resolution Book No. 15, Page 386, <br />Rezoning Mayor Fahey opened the public hearing on the Council initiated <br />Certain action to consider rezoning of certain portions of the I-P District <br />Portions to R-l. Fahey pointed out that the Council previously left the <br />Of I-P area on the west side of DeSoto open for further study. At one <br />District time the Council considered acquiring property in the area for <br />To R,1 recreational fields, however, the City has since purchased other <br /> land. <br />Agenda <br />Item No. 9 Fahey reported that the Council is proposing that the property on <br /> the west of DeSoto be rezoned to R-1 from Montreal Courts on the <br /> south to just south of the NSP easement on the north. DeSoto <br /> Avenue would then develop with a cul-de-sac when the street is <br /> developed. <br />Fahey reported that some of the concerns of the Council have been <br />that if the industrial property is denied access to DeSoto, then <br />the City would not be able to assess that property for the street. In <br />order to make the street improvement feasible, both sides of the <br />street would have to be assessed. <br />Fahey also pointed out that the I-P District has been designated <br />as a tax increment district and this can be used as a tool for <br />attracting development and bringing utilities to the area. <br />Fahey pointed out that the Planning Commission tabled the rezoning <br />issue pending input from the property owners in the area. <br />Jim Gardner, representing Gardner Bros., reported that he has reached <br />an agreement with Pat Frattalone for the purchase of his property. <br />Nowever, if DeSoto were developed through to County Road D, development <br />of this property would not be feasible if the property were also <br />rezoned R-1 as previously proposed. Gardener pointed out the setbacks <br />that would be required of industrial property to residential and the <br />fact that this would leave little room for commercial development to <br />occur. However, if the Gardner property and Frattalone property <br />were combined, a building could be built on the Frattalone property <br />and parking could be placed under the power line area. <br />Fahey pointed out that it is the concensus of the Council that <br />DeSoto not be improved through to County Road D, but end in a cul-de-sac <br />just south of the power line easement. The reason for this is <br />that there would be a great deal of property along the power line <br />easement that could not be assessed. <br />Page -7- <br />
