MINUTES <br />City Council <br />July 23, 1986 <br />I-P Gardner pointed out that he only has 45 feet of property south of <br />District the NSP easement, and should that property be rezoned R-1, it would <br />(Cont.) be eaten up in the setback requirement. <br />Scalze suggested that this might be a good area to dedicate to the <br />City as Gardner Bros. park land dedication requirement. <br />Fahey pointed out that this property could be combined with Mr. Kelly's <br />to the south to make a buildable lot. <br />Gardner stated that he would prefer the zoning to remain as is. <br />Fahey pointed out to Gardner that his project will not be approved <br />unless there is sewer and water to the site and that the project is <br />too small to use tax increment financing to bring utitities to the <br />site. <br />Gardner pointed out that with the acquisition of the Frattalone <br />property, he will have 800 to 900 feet of road frontage along <br />Centerville Road. <br />Fahey suggested that the City could call for a public hearing on <br />sewer and water to determine if the rest of the property owners <br />in the area were willing to pay for it. <br />Dick Heinel, representing Edna Heinel, reported that he was opposed <br />to the rezoning and felt that the property on the east side of <br />DeSoto should be rezoned to commercial as well as the west. Heinel <br />did not feel the property was good for residential development due <br />to the proximity of the freeway and high water table, as well as <br />power lines and gas lines in the area. <br />Gardner agreed that the first two or three lots off County Road D <br />would be less desireable due to the freeway. <br />Mr. Gene Fasciana, representing the Fasciana family, reported <br />that they were opposed to the rezoning. Fasciana stated that <br />they have no plans for developing their land presently and would <br />like to leave the land as is until a developer comes in with a <br />proposal. If the property is rezoned, then there are setbacks <br />that will have to be dealt with. <br />David Hansing, consulting engineer representing Mr. Kelly another <br />property owner in the area, reported that Mr. Kelly does have plans <br />for developing his property in the future and is interested in <br />getting utilities to the site. Hansing felt that the depth of <br />200 feet of R-1 proposed by the City was excessive. <br />Hansing felt that with proper planning and design an industrial <br />park could develop in the area and not access Allen Avenue or <br />DeSoto. <br />Page -8- <br />
