MINUTES <br />City Council <br />Jan. 28, 1987 <br />Imp. No. The Engineer reported that following the December 23 meeting, he met <br />87-1 (Cont.) with Cellular One and gave them the cost of improving Soo Lane up to <br />the edge of the Donovan property. The cost of this improvement <br />would be $19,163 and would be for 200 feet of road. The Engineer <br />also reported that he gave Cellular One the plans of the City water <br />tower as there was discussion about putting their transmission <br />facility on the water tower. The Engineer reported that Cellular <br />One mentioned that they may have another location for their transmission <br />facility altogether. However, the Engineer had not met with the <br />property owners in the Woodlyn Avenue area. <br />Fahey asked if the owners had made any progress in allocation of <br />assessments for the road improvement. <br />Greg Deeb, owner of Roseville Plumbing, reported that the owners were <br />waiting for Cellular One to contact them and put together a meeting. <br />The property owners have heard nothing since ~he last Councii me2ting <br />in December. Also, Donovan Construction has heard nothing further <br />from Cellular One. <br />Scalze asked if the Engineer's estimate for road cost assumed that <br />road easements would be at no charge. The Engineer replied that <br />this was correct. The Engineer also reported that the estimate does <br />not include a cul-de-sac, and the road would be ended at the edge <br />of the Donovan property. The cost for ending the road at the end <br />of the Deeb property would be roughly double the amount. <br />Deeb asked the City's feeling for watermain improvement. <br />Fahey stated that should the Building Inspector determine that <br />building additions could be sprinklered, if required by Code, <br />without watermain, he would not force the issue of watermain at <br />this time. <br />Fahey suggested that the matter be discussed again at either the <br />next Council meeting or a special meeting which could be called for <br />next Wednesday. This will give the property owners, the Engineer <br />and Cellular One an opportunity to get together and resolve the <br />road issue as well as assessment issue. Fahey pointed out that <br />Donovan Construction has requested a temporary building on their <br />site until the road issue is resolved. <br />Deeb asked if the road would be a permanent or temporary road. <br />The Engineer replied that it would be permanent. <br />Deeb express~d concern that if the road were improved to the edge <br />of his property, what will happen to other businesses in the area <br />that may request building permits. <br />Scalze felt that the road issue should be resolved noev and not <br />postponed until someone requests a building permit. <br />Page -2- <br />
