MINUTES <br />City Council <br />Jan. 28, 1987 <br />Imp. No. Blesener indicated that whether or not sewer and water should go in <br />87-1 (Cont.) would depend on the type of development the property owners are <br />planning. If their additions are just warehouse space with no <br />additional bathroom facilities, he would not be in favor of <br />requiring sewer and water. This could wait until the Gervais <br />property is sold and a development proposal came in. Blesener <br />felt it would be more economical to serve the entire area with <br />sewer and water. <br />Zilge agreed that the situation will change when the Gervais property <br />is developed. <br />Fahey outlined the issues that needed to be resolved between <br />the Woodlyn Avenue property owners, the City Engineer and Cellular <br />One. These include an agreement on road assessments, sketches <br />or preliminary plans of improvements for Council review, easement <br />questions resolved for the road, and the necessity of sprinkler <br />systems in additions planned by the Woodlyn Avenue businesses. <br />Fahey pointed out that there is a new chemical fire system available, <br />that could possibly be used by these businesses, rather than a <br />typical sprinkler system. <br />Maureen Gervais reported that her property is for sale and that she <br />does not object to the improvement of Soo Lane. However, the issue <br />of sewer and water is a concern to her if it is planned to be <br />brought through her property. Gervais asked what the plan was <br />for sewer and water. <br />The Engineer replied that if water is brought in right away with <br />the improvement of Soo Lane, it would be run along the road. The <br />water would only be brought through the Gervais property if the <br />City feels the system should be looped. <br />Scalze pointed out that if sewer and water is to be run through <br />the Gervais property, they would have to inform a potential buyer <br />of this and it could effect the sale of the property. Scalze <br />also pointed out that the City has required residential property <br />to connect to sewer where it is available, and questioned not <br />requiring the Woodlyn Avenue businesses to connect to sewer. <br />Scalze pointed out that the City does not know how long it will <br />take the Gervais's to sell their property. <br />Ken Bergmann felt that the Engineer should have contacted the <br />owners of the Donovan property on this matter, rather than the <br />renters of the property, namely Cellular One. <br />Fahey pointed out that the property owners as well as Cellular One <br />were to have met with the City Engineer prior to tonight's meeting. <br />Fahey suggested that the Engineer schedule a meeting with the <br />property owners to resolve the issues that have been discussed. <br />Page -4- <br />
