MINUTES <br />City Council <br />Feb. 11, 1987 <br />Imp. No. Zilge stated that he would be willing to sign an agreement stating <br />87-1 (Cont.) that he would connect to City water as soon as it is available and <br />that his building would be sprinklered. Zilge pointed out that he <br />is only proposing to add 800 square feet to his bui1ding. <br />Fahey pointed out that this is the only industrial park in the City <br />where sanitary sewer and water have not been required. <br />Scalze felt water should be run down Soo Lane and when the Gervais <br />property develops, the line could be looped through that property. <br />Deeb felt that there would be a problem with drainage at the end of <br />the road if the road were extended to the McGough property. <br />Scalze felt that Soo Lane should be opened up and the fence on the <br />McGough property moved. Scalze did not feel that the road needed <br />to be blacktopped in front of the McGough property necessarily. <br />Deeb pointed out if the road and sewer and water are put in in <br />front of his property and then sewer and water run on the back <br />of his property, his total assessments could be $60,000, <br />Scalze pointed out that sewer and water need not be run through <br />the Gervais property at this time. <br />Deeb stated that he would like the road improved, but the paving <br />and curb and gutter postponed. <br />Scalze felt if the road were improved, water should be brought in <br />at the same time. <br />Fahey asked if this area was included in a tax increment district. <br />Blesener replied that it was, but enough development has to occur <br />in the area to warrant the use of tax increment financing. <br />Fahey pointed out that the desire of these businesses to add on <br />is no different than people wanting to develop the back of their <br />lots without road frontage. The ordinance requires a property <br />to abutt an improved street. Fahey stated that the Council cannot <br />ignore the ordinances. <br />The Engineer agreed that there is a low area on the McGough property <br />that would present problems if the road was ended at this property. <br />The area would have to be piped and run-off directed into the <br />existing ditch in the area. <br />Scalze questioned why the run-off would be piped rather than swaled. <br />The Engineer reported that there would be a lot of water, and it <br />would be better to pipe it, which is what would eventually be <br />done anyway. <br />Page -3- <br />
