MINUTES <br />City Council <br />Feb. 25, 1987 <br />Klein/ Menk informed the Council that the reason they do not want to <br />McCulloch change the fence to basketweave design is for security purposes, <br />Fence and that a basketweave fence can be climbed just like a ladder. <br />Matter There have been three break-ins at the mini-storage recently. <br />(Cont.) <br />Klein reported that barbed wire has been installed at the top <br />of the fence and felt that this was a hazard to her grandchildren. <br />Klein again stated that the City granted approval for the McCulloch <br />development with one of the conditions being that the fence was <br />satisfactory to her. Stenger agreed to his condition, so that the <br />City would approve his permits. <br />Fahey stated that the Council must decide whether there are legal <br />grounds to require that McCulloch change the fence to basketweave <br />design. <br />Scalze stated that the concept approval of the development of the <br />P4cCulloch property was subject to drainage plans, a survey of the <br />property and adequate screening plans along the lines discussed by <br />the Council. Scalze asked if adequate screening plans were <br />submitted. <br />The City Planner replied that he did not follow up on requiring a <br />detail of the fence. The Planner reported that at one time McCulloch <br />was under the impression ~h~t the fence could be chain-link, however, <br />the Planner informed him it had to be a wooden fence. Nowever, no <br />detail of the fence was provided and he informed McCulloch that the <br />fence had to meet City Code. <br />Menk reported that when the fence was installed there was a <br />misunderstanding that the front of the fence was supposed to <br />be chain-link. However, this will be done. <br />Fahey pointed out that the Council was not involved when the fence <br />was being constructed, and apparently the Building Inspector and <br />Planner handled this. The Council was not approached until the <br />fence construction was completed. <br />Klein reported that she has been in constant contact with the Planner <br />and Qev Scalze over the fence. <br />Scalze reported that she was involved when the fence was put up <br />facing the wrong way. <br />Menk reported that the fence was constructed in the early spring of <br />1986. <br />Scalze asked if a building permit was needed to construct a fence. <br />The Planner replied that a building permit is needed, but he is <br />not sure that one was issued. <br />Paae -5- <br />
