MINUTES <br />City Council <br />March 11, 1987 <br />Solid Waste <br />Advisory <br />Committee <br />Report <br />(Cont.l <br />Alpine felt that this was a good suggestion and noted that as the <br />costs of garbage disposal increase, recycling will become cost <br />effective to homeowners associations. <br />Fahey asked if in addition to curbside recycling if a compost site <br />near the City Garage would be desirable. <br />Alpine noted that both may need to be done to meet County goals. <br />Fahey asked the purpose of taking bids for recycling at this point. <br />Tipler explained that the Committee is trying to gather information <br />at this point as to what is available from the trash haulers. Tipler <br />noted that trash haulers may even be willing to assist in public <br />education. <br />Fahey asked the implementation date for curbside recycling. <br />Tipler suggested a July implementation date which would coor~inate <br />with the opening of the RDF facility in Newport. In this way the <br />City could take advantage of the publicity from the opening of this <br />plant to aid in education of its citizens. <br />The City Clerk noted that the County has some brochures available <br />to aid in education of the public. <br />Fahey suggested that a copy of the minutes be sent to each homeowners <br />association in the City, and, hopefully, the City will get a positive <br />response. <br />Collova asked about the bottle bill that Tipler referred to earlier. <br />Tipler replied that it is a bill trying to get only returnable bottles <br />allowed in the State. Tipler noted, however, that this bill has been <br />defeated many times in the past. <br />Fahey asked if it was necessary to have only one trash hauler in <br />the City. <br />Tipler replied that it will be good to have only one contracter picking <br />up recyclables in the City. Tipler also noted that St. Louis Park has <br />a program that is working well where they have only one hauler picking <br />up both recyclables and non-recyclables. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-3-106 - AUTHORIZING THE <br />ADUERTISEPQENT FOR BIDS FOR CURBSIDE RECYCLING <br />SERVICES, BIDS TO BE OPENED ON MARCH 31, 1987 <br />AT 11 A.M. <br />Page -5- <br />
