Scalze. <br />Ayes (5) LaValle, Scalze, Fahey, Collova, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 138. <br />The City Clerk submitted to the Council for approval an Agency Agreement <br />appointing First Trust Company, Inc. as Bond Registrar Paying Agent <br />for General Obligation Improvement Bonds of 1986, Series A. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-3-128 - APPROVIN6 THE <br />AGENCY AGREEMENT APPOINTING FIRST TRUST <br />COMPANY, INC. BOND REGISTRAR PAYING AGENT <br />FOR GENERAL OBLIGATION IMPROVEMENT BONDS <br />OF 1986, SERIES A <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (5) LaValle, Blesener, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 139. <br />Mr. LaValle submitted to the Council results of an employee survey <br />he conducted with regard to the City's personnel ordinance. LaValle <br />also submitted sample forms which he feels should be adopted in a <br />similar form by the City. <br />LaValle reported that he has a meeting scheduled tomorrow with the <br />City Attorney to discuss some items of the personnel ordinance <br />such as compensatory time. LaValle will report at a later date <br />on the results of this meeting. <br />LaValle reported that he has gathered information on personnel <br />ordinances from private industry as well as State, County and <br />various municipal governments, in addition to the League of <br />Minnesota Cities. <br />As a result of the information he has gathered, LaValle suggested <br />some changes to the City's personnel ordinance. The first involved <br />awarding an employee a personal day off with pay in the event that <br />the employee does not use a sick day in a six month period. <br />Fahey stated that he was against this proposal as he felt it was <br />not an incentive to reduce sick leave, but just an added cost item <br />to the City. Fahey stated that he strongly objected an incentive <br />program for awarding employees for not abusing benefits that should <br />not be abused in the first place. <br />Page -15- <br />
