Minutes <br />City Council <br />March 25, 1987 <br />Personnel Council discussed compensatory time and whether or not employees <br />Ordinance had the option of taking compensatory time in lieu of overtime. <br />(Cont.) Due to recent changes in law regarding compensatory time, Council <br />felt that an opinion from the City Attorney was needed in this <br />area. LaValle indicated that he will be discussing compensatory <br />time with the City Attorney tomorrow. <br />LaValle proposed that City employees be granted 8 hours during <br />a six month period that can be used for doctor or dental appointments. <br />This time could be taken on an hour-by-hour basis. <br />Blesener stated that he could accept this proposal if the 8 hours <br />were part of the allotted sick leave time. Collova agreed as well <br />as Scalze. <br />Fahey stated that he was opposed as he felt sick leave should be <br />used for when an employee is sick. However, Fahey noted that the <br />majority of the Council was in favor of this proposal as long as <br />the 8 hours was a part of the employee's sick leave allotment. <br />LaValle suggested that City employees be allowed to use sick leave <br />when a family member is sick. <br />Fahey disagreed and indicated that an employee could use comp time <br />or vacation time when a family member is sick. Fahey indicated that <br />the purpose of sick leave is for illness of the employee. <br />It was the concensus of the Council the Mr. LaValle's proposal for <br />a personal day for an employee not using sick leave in a six month <br />period was unacceptable, that 8 hours of sick leave during a six <br />month period could be used for dental and doctor appointments, and <br />that the forms submitted by LaValle were good. However, the Council <br />did not feel that the individual Council liaisons should be approving <br />sick leave, compensatory time, or overtime worked, as this was the <br />responsibility of the various department heads. fahey noted that <br />the Council would review employee records with regard to sick leave <br />taken on a yearly basis. <br />Mr. LaValle noted that he will report further on compensatory time <br />at the next Council meeting. <br />Lighting hir. Fahey reported that Mr. Tarnowski has requested that the City <br />For Council purchase three lights for lighting the Council Chambers during the <br />Chambers broadcast of Council meetings on Cable TV. Tarnowski feels that <br />with the additional lighting, it will not be necessary to purchase <br />Agenda new camera equipment. Fahey also pointed out that the lights will <br />Addition be paid for from the funds the City receives from the Cable TV <br />franchise company. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />Page -16- <br />
