Minutes City Council March 25, 1987 Personnel Council discussed compensatory time and whether or not employees Ordinance had the option of taking compensatory time in lieu of overtime. (Cont.) Due to recent changes in law regarding compensatory time, Council felt that an opinion from the City Attorney was needed in this area. LaValle indicated that he will be discussing compensatory time with the City Attorney tomorrow. LaValle proposed that City employees be granted 8 hours during a six month period that can be used for doctor or dental appointments. This time could be taken on an hour-by-hour basis. Blesener stated that he could accept this proposal if the 8 hours were part of the allotted sick leave time. Collova agreed as well as Scalze. Fahey stated that he was opposed as he felt sick leave should be used for when an employee is sick. However, Fahey noted that the majority of the Council was in favor of this proposal as long as the 8 hours was a part of the employee's sick leave allotment. LaValle suggested that City employees be allowed to use sick leave when a family member is sick. Fahey disagreed and indicated that an employee could use comp time or vacation time when a family member is sick. Fahey indicated that the purpose of sick leave is for illness of the employee. It was the concensus of the Council the Mr. LaValle's proposal for a personal day for an employee not using sick leave in a six month period was unacceptable, that 8 hours of sick leave during a six month period could be used for dental and doctor appointments, and that the forms submitted by LaValle were good. However, the Council did not feel that the individual Council liaisons should be approving sick leave, compensatory time, or overtime worked, as this was the responsibility of the various department heads. fahey noted that the Council would review employee records with regard to sick leave taken on a yearly basis. Mr. LaValle noted that he will report further on compensatory time at the next Council meeting. Lighting hir. Fahey reported that Mr. Tarnowski has requested that the City For Council purchase three lights for lighting the Council Chambers during the Chambers broadcast of Council meetings on Cable TV. Tarnowski feels that with the additional lighting, it will not be necessary to purchase Agenda new camera equipment. Fahey also pointed out that the lights will Addition be paid for from the funds the City receives from the Cable TV franchise company.
